Well, Bush Jr and Trump are very different types, both politically and psychologically.

After 9/11, Bush needed a state of emergency to push through authoritarian policies. Trump, on the other hand, creates this state of emergency himself politically, as he thrives on constant conflict.

Bush Jr, on the other hand, was a typical neo-conservative establishment politician, whereas Trump belongs to the category of populist authoritarians. He is more fixated on himself than Bush Jr, more impulsive, more easily offended and dependent on constant validation. Bush Jr came across as a rather limited power-seeking politician, but one who was dependent on his group and ideologically malleable.

The so-called “war on terror” transformed the way the U.S. wields power at home and abroad, enabling mass surveillance and a crackdown on the right to free speech. It became reflexive for the U.S. to disparage immigrants and protesters as supporters of terrorism.
