WASHINGTON – "The recent incursion by masked federal agents on Tohono O’odham land didn’t just anger that tribe, which has been trying to block #BorderWall construction along the remote stretch it controls in #Arizona.

"It also infuriated #NativeAmericans who had higher hopes for Homeland Security Secretary Markwayne Mullin, the former Oklahoma senator who is only the second Indigenous cabinet member ever.

" 'This is especially disappointing when the DHS is headed by … a member of the #CherokeeNation,' said Angelique EagleWoman, director of the Native American Law and Sovereignty Institute at Mitchell Hamline School of Law in Minnesota.

"Agents from Customs and Border Protection and the Bureau of Indian Affairs entered the Tohono O’odham Nation at 4 a.m. on Tuesday to prevent tribal authorities from blocking contractors, according to a statement issued that day by the Nation.

"Jason Nichols, like Mullin a member of the Cherokee Nation, called the incursion by masked agents a 'step backward' in federal-tribal relations – and surprising, given Mullin’s 'knowledge on the importance of #TribalSovereignty.' "

Except: "This camp has illuminated a potential flashpoint for more widespread confrontation against the state, channeling the mounting frustrations against the Trump administration into clear targets with logistical vulnerabilities. Many are choosing to directly confront the machinery of state violence for the first time in their lives. People who spend time at camp are having transformative experiences, finding themselves more capable, courageous and driven to fight than they had previously believed.

If new initiatives continue to emerge, this could be just the beginning of a catalyzing cycle of struggle. The forces of tomorrow’s battles for liberation have an opportunity to converge, experiment, and train themselves today in the southern borderlands and at the offices and homes of complicit contractors.

"With the current situation, every single person who comes to camp ready to work makes a huge impact. Skills in tree climbing and blockades are valuable, but all the work of maintaining a camp is just as needed. Anyone who is ready to get to work and bring conviviality to camp should start making plans immediately. Small, coordinated groups would be especially valuable. Even a few days at camp can be enough time to improve infrastructure, teach new skills, broaden political horizons and offer a break to the overworked locals.

"Similarly, any efforts to expand the struggle could make big impacts. Fisher has operations in many states, and wall construction is underway or threatened all across the border, notably in #BigBendTX, where a sizable campaign against it has been building. If accessible on-ramps to confrontation continue to open up, there seem to be many people eager to step into whatever roles they can.

"For those who want to contribute to the building up of revolutionary forces, particularly if you come from anti-state and direct action backgrounds, here is a clear opening. The arid climate is currently exploding with life from the generous monsoon rains. An absence of industrial noise leaves space for cicadas, coyotes, migratory birds, rustling cottonwood leaves and small cattle herds to be heard. Jaguars and ranchers alike ignore the imaginary line, casually stepping across to live freely as anyone should. Border patrol agents lurk along roadsides while white trucks and heavy machinery move workers and materials along a steep dirt road to strengthen the colonial infrastructure of severance. Amidst all of this, a handful of brave souls are hauling water jugs, rigging tarps, singing, dancing, dreaming and strategizing. You ought to come meet them."

She is part the O’odham origin story, passed down through oral history. She sits there vigilant, a warrior protecting, and will warn the people when a catastrophic event will occur. When this event comes, she will stand and gather the smallest creatures in her skirt to protect them.

"The mountain forms part of the Tak’Va’Vak range which cuts through #TohonoOodham land, joining peaks like Han’a-mek and Ma’mke-mad. These mountains are known as a place to gather sweet fruits from the chu-chues (organ pipe cactus). They are home to caves, springs, and seasonal water holes. Each year ceremonies and hunts take place all across the Tak’Va’Vak, and trails lead through the mountain passes, connecting the springs at A’al Va’pai (Quitobaqito) to O’odham villages in Sonora, and leading all the way to the salty Ge-Ka-ch’k (Sea of Cortez). The mountains hold deer, mountain rams, javalina. They hold burial places. Medicines grow there. In the evening they are especially beautiful, bathed in crimson.

It separates the Tohono O’odham in Sonora from those in Arizona, dividing the people; and its securitization has brought violence and destruction to O’odham lands on both sides in different ways. Yet these two borders—one between nation states and one between reservation and national park—work together: they are part of the same process of colonialism and dispossession that have been constricting O’odham life for hundreds of years. The construction of the US-Mexico border is intertwined with the expropriation of #IndigenousLand and the subsequent creation of #NativeAmerican reservations as much as it is with United States expansionism and policies of exclusion. More than that, the US-Mexico border, and the many weapons, technologies of surveillance, and #BorderPatrol officers that comprise it, is an extension of the United States’ ongoing, violent, and racialized campaign to contain and assimilate Indigenous peoples—it is a settler colonial border. But as Salt River Pima-Maricopa scholar #FantasiaPainter reminds us, the #borderlands are not yet settled, and they are unsettled: this is because of the refusal of Tohono O’odham and other #IndigenousPeoples to see and accept their lands as not their own."

When this event comes, she will stand and gather the smallest creatures in her skirt to protect them.

"The mountain forms part of the Tak’Va’Vak range which cuts through #TohonoOodham land, joining peaks like Han’a-mek and Ma’mke-mad. These mountains are known as a place to gather sweet fruits from the chu-chues (organ pipe cactus). They are home to caves, springs, and seasonal water holes. "According to Customs and Border Protection’s [ #CBP ] online map, the agency plans to build vehicle barriers and patrol roads across Big Bend National Park, including in rugged and remote areas such as Mariscal Mountain that would require extensive dynamite blasting. The plans also include building in remote walled canyons where no unauthorized vehicle crossings have been documented and where vehicles cannot access the border with Mexico.

"In May the Department of Homeland Security awarded a $1.7 billion contract for border work through the national park. In June the department waived dozens of #EnvironmentalLaws — including the National Park Service Organic Act, #EndangeredSpecies Act and National Wild and Scenic Rivers Act — to authorize construction of border barriers, roads and lighting through Big Bend National Park. It was the first time in U.S. history that the federal government had waived such a broad set of environmental protections for construction inside a national park.

"The Center sued the Department of Homeland Security, saying the waivers violated the Constitution by taking actions with vast economic and political consequences without congressional authorization. That case is ongoing."

"Saari, a Marine Corps combat veteran who served in Iraq and Afghanistan, went to the scene of #AlexPretti’s killing in #Minneapolis less than an hour after federal agents fired the fatal shots. He was wearing his Marine camouflage and carrying a lawfully owned 9mm Glock handgun on his right hip, as he does every day, he told The Intercept. Agents on the scene 'thought I was undercover,' Saari said. 'They kept asking what agency I was with.'

"When Saari told them he was not with any agency, their demeanor shifted. Federal immigration agents soon aimed M4-style rifles at his head, footage reviewed by The Intercept shows, their fingers on the trigger less than a minute’s walk away from where Pretti was killed.
'More and more #BorderPatrol and ICE agents gathered around me,' Saari said. 'Then they moved in with rifles and handguns drawn.'

"The encounter raises questions about how federal agents assessed threats, used force, and made arrest decisions in the immediate aftermath of Pretti’s killing. In Saari’s case, he and his attorney told The Intercept, federal agents took scans and samples of his biometric data and made a copy of his phone — without obtaining a warrant."

In #Harlingen, located near the US border with Mexico, a lease has been awarded at 222 East Van Buren, in the same building as the city’s Department of Labor–aligned outpost. (ICE has already detained dozens of Harlingen-area residents.) In the #Woodlands, a district near #Houston, ICE appears poised to move into an office building at 1780 Hughes Landing Boulevard, blocks away from a Primrose preschool. In #ElPaso, ICE is moving into the Epicenter Office Community, a large campus of buildings right off Interstate 10 near many local health providers and other businesses. In #SanAntonio, ICE is considering a move into a building located at 15727 Anthem Parkway, near apartment buildings, dozens of restaurants, and the Methodist Hospital Landmark. In #EaglePass, ICE appears to be looking at a move into a building at 3381 US Highway 277, where at least one government office—the Drug Enforcement Administration—is already located.

"A Trump administration official recently told WIRED that #California and #NewYork are 'next' for the type of fraud investigation that culminated in 3,000 ICE agents in Minneapolis. At least seven leasing projects are underway in California. In #Sacramento, ICE has installed security features at the John E. Moss building ahead of further expansion. The location is already the site of a Justice Department immigration court. In Irvine, a city in Orange County located an hour’s drive from #LosAngeles, ICE is moving into offices on 2020 Main Street, located right next to the airport and a childcare agency. In #VanNuys, a neighborhood of Los Angeles, ICE is expanding its offices at the James C. Corman federal building that also has offices for the IRS and Health and Human Services. Further expansion of ICE offices is also underway throughout the state, in federal buildings in Los Angeles, at San Diego’s Edward J. Schwartz Courthouse and federal building, and in Santa Ana’s federal building. The #SantaAna federal building is located within blocks of a church, the stadium for one of the nation's top high school football programs, and many government services.

"In New York and #NewJersey, ICE is expanding its physical footprint rapidly. In #RoselandNJ, less than an hour’s drive from New York City, ICE is moving into a building at 5 Becker Farm Road. The building is located near the Roseland Child Development Center. In #WoodburyNY, a hamlet in #LongIsland, ICE is moving into offices located at 88 Froehlich Farm Boulevard, near an expedited passport center. In #NewWindsor, New York, a town within driving distance of New York City along the Hudson River known for the Storm King Art Center, ICE is moving into offices at 843 Union Avenue. All three of these locations are within an hour and a half from a warehouse in #ChesterNY, that DHS is pursuing as an immigrant detention center.

"The same pattern plays out in dozens of other cities across the US. ICE’s expansion includes not just its own preexisting space—or sharing an office with other government agencies—but also situates its agents near sensitive civilian locations.

"That often includes places of worship. In #Hyattsville, Maryland, ICE is expanding its offices at the Metro 1 building on 6505 Belcrest Road, which sits a few blocks from a Lutheran church. In #Tennessee, OPLA is planning to move into the #Nashville House office building, a business center in the city near multiple churches. The #OneCityCenter building in #PortlandME, where ICE plans to expand its offices, is within walking distance to at least six churches, a mosque, one synagogue, and a Salvation Army adult rehab center. "Several planned ICE office spaces are located near schools and early-childhood care centers. ICE is poised to move into a building on 1000 Westlakes Drive in the #Philadelphia, Pennsylvania, suburb of #Berwyn; the Hillside Elementary School is about a mile away. In #Hartford, Connecticut, OPLA is poised to expand existing ICE office space in the Abraham A. Ribicoff federal building, which sits two blocks from the Betances elementary school. Back in Tennessee, ICE is ready to move into offices at 5904 Ridgeway Center Parkway in Memphis, in a building near the private all-girls Hutchison School. In the #ColumbusOH, suburb of #Westerville, OPLA appears ready to move into a small office building at 774 Park Meadow, near the Oakstone Academy High School. The #Hyattsville location is about an hour and a half from a warehouse DHS recently purchased that ICE has said will be used to detain immigrants, as is a second office marked for OPLA use in #CockeysvilleMD.

"Among the many ICE leasing projects underway in Florida is Research Commons, a building located in #Orlando at 12249 Science Drive that’s less than 25 minutes away from another warehouse identified by the Post as a potential large-scale detention center. The York, #Pennsylvania, location is also an hour and 20 minutes away from a warehouse recently purchased by ICE for nearly $90 million that a Republican congressman said will be used as a processing and immigrant detention facility.

"In Alexandria, Louisiana, ICE is moving into a building on 1201 3rd Street, located right in the city’s historic downtown center and a 16-minute drive from the Alexandria Staging Facility, where immigrants have been detained, transferred, and then deported.

"#AlexandriaLA has emerged as a key location for ICE’s activities in the state and around the country, and an investigation from The Guardian alleged a pattern of abuse and alleged due process violations at the Alexandria facility that’s operated as a deportation 'hub.'

"This is just a sampling of the dozens and dozens of lease locations in the process of being awarded to ICE in every single GSA leasing region, which spans the entire country and US territories. ICE agents and officers will share buildings with doctors, restaurants, and businesses. They’ll expand existing offices and move in with unrelated government agencies—at 801 Arch Street in Philadelphia, Pennsylvania, for example, they’ll share space with the DMV."

"A man was shot by federal law enforcement officers on Saturday in Minneapolis, and multiple reports – including a hospital record obtained by the Associated Press – indicate that he has died.

"Minneapolis officials said on Saturday morning that they were aware of reports of another shooting involving federal law enforcement officers in the city.

"The shooting comes less than three weeks after #ReneeGood, an American citizen, was shot and killed by a federal immigration officer in Minneapolis after video showed her trying to drive away from a confrontation, sparking protests nationwide.

Border Patrol monitors US drivers and detains Americans for ‘suspicious’ travel

Excerpt: "The Border Patrol has for years hidden details of its license plate reader program, trying to keep any mention of the program out of court documents and police reports, former officials say, even going so far as to propose dropping charges rather than risk revealing any details about the placement and use of their covert license plate readers. Readers are often disguised along highways in traffic safety equipment like drums and barrels.

"The Border Patrol has defined its own criteria for which drivers’ behavior should be deemed suspicious or tied to drug or human trafficking, stopping people for anything from driving on backcountry roads, being in a rental car or making short trips to the border region. The agency’s network of cameras now extends along the southern border in Texas, Arizona and California, and also monitors drivers traveling near the U.S.-Canada border.

"And it reaches far into the interior, impacting residents of big metropolitan areas and people driving to and from large cities such as Chicago and Detroit, as well as from Los Angeles, San Antonio, and Houston to and from the Mexican border region. In one example, AP found the agency has placed at least four cameras in the greater Phoenix area over the years, one of which was more than 120 miles (193 kilometers) from the Mexican frontier, beyond the agency’s usual jurisdiction of 100 miles (161 kilometers) from a land or sea border. "U.S. District Judge Sara Ellis has repeatedly expressed concern that federal agents were violating her October 9 order requiring them to wear visible #identification and limiting their use of anti-riot weapons such as #PepperBalls and #TearGas. On Friday, Ellis ordered federal officers who have body cameras to turn them on while conducting immigration enforcement activity and during interactions with the public.

"At Monday's hearing, Ellis also said she would allow the plaintiffs in the case - protesters, journalists and clergy members who sued the Trump administration alleging they were deliberately brutalized during peaceful demonstrations - to question several officials under oath, including Gregory Bovino, a top U.S. Border Patrol official.

"In granting the plaintiffs' request, Ellis made it clear the litigation is limited to the tactics used by field agents, not the president's stated rationale.

" 'I don't think that it matters what the administration's objectives are or what goals they have or what ideology is pushing this enforcement action,' she said. 'This lawsuit...is all about how our ICE officials and #CBP officials are enforcing the laws.'

"Clashes between protesters and federal agents, particularly #BorderPatrol agents and U.S. Immigration and Customs Enforcement officers, have increased since Trump launched the crackdown in early September.

"Trump also ordered the deployment of National Guard troops to the Chicago area, part of the Republican president's extraordinary campaign to send military personnel to Democratic-run cities purportedly to fight crime. A federal judge has temporarily blocked the deployment, but the Justice Department has asked the U.S. Supreme Court to allow the troops to proceed.

"Separately, a federal appeals court on Monday cleared the way for hundreds of Guard soldiers to deploy to Portland, Oregon, despite the objections of the Democratic mayor and governor there."
