She said it's because business owners fear reduced sales if people have to pay (more) to drive into the city. Guess what, the petit bourgeoisie are full of shit! Shocking, I know. Business owners consistently underestimate how many of their customers reach their shop via walking, biking, or public transport. Evidence shows that increasing options for non-drivers usually boosts sales in businesses that are affected.
