Hitagi Crab, Episode 1. Akio Watanabe: "At that time, I didn't know about Tsubasa's breast size. Under Oishi-san's guidance, they got bigger every episode. Key animation note, Vol. 1, Part 1, C173.
Nadeko Snake, Episode 9. Akio Watanabe: "Oishi-san likes Tsubasa, and he asked me to draw her in a cute way. In addition, he also asked me to "enlarge her breasts", and they got bigger and bigger". Key animation note, Vol. 2, Part 1, C234.
Tsubasa Cat, Episode 13. Akio Watanabe: "Tsubasa's breasts gradually got bigger, so in Episode 11, which aired about a year before Tsubasa's opening theme, her breasts seem a little smaller". Key animation note, Vol. 2, Part 2, C015c.

They also paid special attention to reduce the breast size in scenes set in the past as the anime released in non-chronological order.

No, Seiu Higasa isn't a new character introduced in Monogatari Series: Off & Monster Season Episode 9. We actually first met her back in Hanamonogatari, which takes place chronologically close to the current Shinobu Mustard arc.
