The could both be involved in the same shady biz venture, have been witnesses to the same crime, etc.?

Someone yesterday said all the people who wanted to go to shelters in #minneapolis #Minesota could, but normally shelters fill up and there are waiting lists. I was wondering if anyone had direct info on that in case it comes up again
