Stephen Gillers, a NYU professor of legal #ethics, … pointed to rules of professional conduct for lawyers that prohibit #ConflictsOfInterest, he said #MichaelEllis could serve as #CIA general counsel for matters in which he had no interest, but could not ethically do so in matters that concern him — including whether policy actions he wants to take would be lawful.

#MichaelEllis, the deputy director of the #CIA, abruptly demoted a career #lawyer who had been serving as the agency’s acting general counsel since Jan & installed himself in that role….
Ellis, who played a role in a series of controversies during #Trump’s first term, is also retaining his position as the No. 2 official at the CIA. #JohnRatcliffe, the agency director, had to authorize or could have overridden the move.
