  10. So, recall how V Putin went to visit #Mongolia last Sept and was not arrested despite outstanding ICC warrant? At the time, I argued that the Mongolian government didn't really have a choice. Before you think of new PM Zandanshatar recall that.

    For TIME, I summarized Putin's visit as, "Turning up in September was Putin showing the rest of the world his middle finger". Pardon the image.
