Statement Of The ILPS On The Youth Protests In India
Long Live The Struggle Of Indian Youth Against Neoliberal Education And The US-Backed Modi-Shah Regime!
ILPS lauds the Indian youth for their militant weeks-long struggle in Delhi and across the country against the great crisis of youth unemployment and the neo-liberal education system in India. While the protests have succeeded in achieving one of their major demands for the resignation of Education Minister Dharmendra Pradan, the government has reneged on other minimum demands such as scrapping the centralized National Eligibility cum Entrance Test (NEET) entrance exams, withdrawing cases against protestors, and compensation to the families of students who committed suicide. The League calls on its members to support the anti-imperialist and democratic youth in India as they continue arousing, organizing, and mobilizing against all neo-liberal schemes such as India’s New Economic Policy (NEP) 2020 and all other issues that continue to plague India, caused by US imperialism in alliance with the Hindutva fascist Modi-Shah regime.
A government leak of the annual NEET exam questions by corrupt officials prompted the state to cancel the tests without proper reimbursement, forcing students to pay another exam fee. This led to the suicide of 22 students due to stress and the high costs of reapplication. Since the 1990s, the Indian education system has become increasingly privatized and run for profit, forcing its students into a hyper-competitive culture as costs rise, corruption increases, and services decline. As opportunities for jobs after graduation continue to shrink due to the decline in India’s economy, the youth have been left in a downward spiraling situation economically and mentally.
Instead of the sympathizing with the condition of youth within India, Chief Justice Surya Kant referred to unemployed youth that have criticized the ruling government as ‘cockroaches’ and ‘parasites of society’, prompting in response the creation of a broad movement under the banner of the ‘Cockroach Janta Party’ amongst the youth. Shortly after, the Cockroach Janta Party launched its protests on June 6th in Delhi. They were enjoined by youth mass organizations such as, but not limited to, All India Students’ Federation, Students’ Federation of India, and All India Students’ Association, which have aided in giving structure to the spontaneous mobilizations.
Reverberations were felt across the country. Youth of all religions were protesting hand-in-hand, marking the first large-scale protest of youth in India standing in direct opposition to the Hindutva fascist Modi-Shah regime since the 2019 National Register of Citizens – Citizenship Amendment Act (NRC-CAA) protests. Subsequent police brutality was unleashed on the protests across the country, disproportionately targeting Muslim youth in states such as West Bengal and arresting over 100 youth across the country, but the struggles on the streets persisted.
On July 25th, these protests were able to achieve the basic demand of Education Minister Dharmendra Pradhan’s resignation as well as the government’s ‘commitment’ to withdraw cases against protestors and provide compensation to the families of students who committed suicide. As expected, the government reneged on these commitments, with the Hindutva fascist Chief Minister of West Bengal alleging the protests were “made by Muslims”. Regardless, the youth are undeterred and personalities associated with Cockroach Janta Party are calling for more protests in response.
According to the World Bank, unemployment of youth ages 15-24 in India is a staggering 17.7%. Pulling the veil, it is likely far higher than this given that India’s workforce is 90% informal, which imperialist institutions such as the World Bank count as employment in the figure above. There are further reports stating that 40% of India’s college graduates aged 15-25 and 20% of those aged 25-29 are jobless. Eighty percent of colleges and universities are privatized, resulting in high hikes in tuition and fees. Neoliberal policies such as the recent NEP of 2020 have been passed under the guise of “Aatma Nirbhar” (self-reliance), shorthand for austerity for university funding and instead elevating public-private partnerships.
These conditions are due to India’s economic and political domination by the United States. Since India’s balance-of-payments crisis in 1991, it began to accept IMF loans that have liberalized, privatized, deregulated, and denationalized India’s economy, worsening its already underdeveloped semi-feudal, semi-colonial society. As the crisis worsened, fascist Hindutva forces such as the Rashtriya Swayamsevak Sangh (RSS) and their electoral party, the Bharatiya Janata Party (BJP), have taken power within this decaying society. Closely aligned with compradors such as Mukesh Ambani and Gautam Adani, the exploitation, plunder, and export of the Indian peoples’ labor, land, and resources has exponentially risen to provide super-profits for U.S. imperialism and a cut for its local lackeys.
The almost two-month long demonstrations in India have been the latest in the youth protests of the last two years known as the “Gen Z Protests”, with youth demonstrating against worsening livelihoods, corruption, rising fascism, and for a better future in countries such as Kenya, Indonesia, the Philippines, Bangladesh, Nepal, and now India.
Fundamental change is still needed in India more than ever. ILPS South Asia calls on its members and ILPS members around the world to continue offering their solidarity to the Indian youth bravely organizing and taking to the streets to achieve even greater systemic change, such as scrapping the New Education Policy (NEP) 2020 and NEET, dissolving the NTA that was responsible for the test leaks, and having free education and guarantee of employment for all youth. The movement behind these demands has the power to become an even broader mass movement to end the neo-liberal education system in India on the road to definitively smash imperialism and all reaction once and for all.

Police Announce The Arrest Of A CPI (Maoist) Regional Committee Member In Latehar District
In a statement issued to the press today, Jharkhand State Police (JSP) announced that they have arrested CPI (Maoist) Regional Committee Member Ravindra Ganjhu in Latehar district.
According to the JSP statement, they received intelligence inputs that Mr. Ganjhu was hiding in Latehar district, either to execute a major incident or to meet his squad. Acting on this information, a joint team of Latehar District Police (LDP) and Central Reserve Police Force (CRPF) jawans launched a combing operation, cordoned off the area, and apprehended Mr. Ganjhu.
According to the JSP statement, an AK-56 rifle, a pistol and a large quantity of ammunition were recovered from Mr. Ganjhu’s possession. The press release went on to say that Mr. Ganjhu’s capture had remained a challenge for security personnel for years while he was operating underground and allegedly overseeing Maoist activities in the region, and that he was wanted in connection with several Maoist-related cases.
The JSP statement claimed that Mr. Ganjhu played a pivotal role in most major Maoist attacks that occurred prior to 2019 across the Latehar, Lohardaga and Mccluskieganj area of Ranchi, and that various security agencies had been monitoring his activities for a long time.
As per the JSP press report Mr. Ganjhu first came to attention of the authorities following the Lukaiya ambush. He was purported to have orchestrated an ambush on security forces in the Lukaiya area, located on the inter-district border of Lohardaga and Latehar, resulting in the deaths of four security personnel. Following this incident, a massive operation named ‘Operation Double Bull’ was launched in February 2022 to apprehend Mr. Ganjhu, but he managed to evade security forces and operate freely up until now.
According to the JSP report, Mr. Ganjhu was said to be the last remaining top-ranking Maoist leader active in the region.

Cabral inverts common Marxist class analysis, arguing that the only group equipped with the literacy and organisational tools to seize the state is the petite bourgeoisie. However, he identifies the petite bourgeoisie as a service class, not rooted in economic productivity.
So upon decolonisation the petite bourgeoisie could either inherit state power and try to preserve itself by becoming more bourgeois, or it could strengthen its revolutionary consciousness and ally with the working class. Cabral introduces the concept of class suicide.
Cabral argues that the petite bourgeoisie has more frequent contact with the colonisers, and is therefore more often humiliated. This leads to a higher level of political awareness of the need for liberation.

On Ideological Struggle: An Essay By K. Murali (Ajith)
When a revolutionary movement faces a crisis the struggle to achieve ideological clarity becomes even more crucial. We have the high standards set by comrade Charu Mazumdar (CM) as a model to follow. The period leading to the Naxalbari armed peasant rebellion, the struggle to form the party and the following years-all were marked by intense ideological struggle. Some of the attacks on the line and practice of the party led by him were quite possibly influenced by state agents. Kanu Sanyal and some other erstwhile members of the Central Committee launched an open attack from inside the jail. This could have been branded as something done under pressure from the state. But that was not how these attacks were handled. CM focused on ideological, political issues. He stuck to this. Even when attacks on the line were colored by personal allegations. This approach did not emerge from some personal trait of CM. It was guided by Mao Zedong’s teachings on handling criticism and ideological struggle.
In times of crisis, ideological and political confusion infects many people. This gets reflected as some amount of slackening in organizational discipline. Quite often comrades start looking for answers ‘on their own’, rather than adhering to proper organizational channels. They may even meet up with those who have declared their opposition to the revolutionary path. All of this no doubt creates room for ‘left’ and right opportunists and state agents to cause trouble. But it would be wrong in principle and counter-productive to hastily brand such comrades as accomplices. Their confusion must be overcome through ideological education. Care must also be taken to avoid playing into the hands of the enemy by compromising the security of those with whom we disagree. Instead of distracting with allegations and counter-allegations on who is, or is not, an agent, who met with whom and why etc., the focus should be on ideological, political issues. Efforts must be concentrated on analyzing the factors leading to the setback and patient ideological, political and organizational work to overcome it. Mao taught us to ‘unite the many to defeat the few’.
The Maoist movement in our country did see a negative trend of branding criticism as the work of state agents. This was after the martyrdom of CM. Mahadev Mukherjee declared himself to be the one and only true follower of CM. Anyone who opposed this was declared to be an agent. Not surprisingly he was a staunch supporter of Lin Biao. He remained so even after Lin Biao was denounced as a proponent of a ‘left’ in form right in essence deviation by the Communist Party of China led by Mao Zedong. Lin Biao and his associates tried to assassinate Mao and carry out a coup. He died while trying to flee the country. But the campaign to ‘Criticize Lin Biao and Confucius’ was not about these criminal acts. They were focused on his ideological, political views, their links with the reactionary views of Confucius and their negative implications in continuing the class struggle under the dictatorship of the proletariat. Lin Biao and his supporters had a major role in leading the Cultural Revolution in the initial years. During that time the stress was more on branding capitalist roaders as Kuomintang agents etc. But after he was overthrown, the whole struggle against the capitalist road was deepened in a profound manner at the ideological level. New understanding on the ideological, political and material factors leading to the transformation of former revolutionaries into capitalist roaders was developed through this. Hurling accusations and branding people or deepening ideological struggle? It would be worthwhile to keep the lessons of history in mind while seeking answers.

History is Calling us: Let’s Follow Kaypakkaya’s Path! — TKP-ML/MKP
With rifles in hand, they traversed the rugged mountain trails with great boldness and conviction, fully aware that they were fundamentally shaking the course of history. As the leader representing the communist face of the 1971 armed revolutionary breakaway, İbrahim Kaypakkaya, through the theses he put forward, both captured a fundamental break and shattered all the untouchables of the fascist dictatorship; he also tore through the fifty-year-old veil of reformist capitulation with a knife and cast it into the dustbin of history.
Comrade Ibrahim Kaypakkaya, the indomitable bastion of theory and practice, of word and deed, personally led the way in walking the path of his own claims. In accordance with the historical role of the struggle, he was the first to take up arms and set out on the path through the mountains. By exposing the reformist, liquidationist essence of the struggle—which was being confined to magazine offices and conference halls—he resolutely demonstrated that liberation lies in the arming of the workers and peasants, and that the task of the class vanguard is to open the path to the class’s arming. Comrade Leader İbrahim Kaypakkaya proved that he was the communist intellectual of the working class by turning his words into action.
History, within its own cycle, has vindicated Comrade Leader; before long, workers and peasants flocked to the revolutionary struggle in droves. This was what could not be seen in the pitch-black darkness of March 12, and Comrade Leader İbrahim Kaypakkaya has slammed this reality in the face of every form of liquidationism.
Today, however, the historical cycle has created a new dilemma. Either a free world will be created through the power of necessity to create the new; or, swept into the vortex of reformism, pacifism, and every current that rejects the revolutionary option, we will become mere pillars of this decaying, obsolete order of the past. This is precisely the dilemma being imposed on the international communist movement and the international proletariat today.
The pillars of the imperialist capitalist system have eroded. The imperialist capitalist system is floundering in a crisis vortex. The widening and deepening of the rift between imperialist blocs has intensified the struggle for dominance over market areas and trade routes. Shrinking markets and losses of hegemony are pushing the imperialist bloc led by the U.S. and Britain into a more aggressive and belligerent stance against China and Russia.
At this stage, the doors to a new imperialist war of partition are being forced wide open. Conflicts and wars have become widespread, particularly in the Middle East and Africa, in line with imperialist competition.
Precisely for this reason, a comprehensive campaign of liquidation has been launched against the communist and resistance movements engaged in armed struggle, aimed at preventing the oppressed peoples of the world from turning to the revolutionary option in the face of this crisis. The concept of annihilation and destruction has been put into action through various means.
The rulers of the imperialist capitalist system have launched comprehensive military operations to physically annihilate the international communist and revolutionary movement; where they have failed, they are attempting to achieve this from within by imposing a line of surrender and betrayal. This is the role played by the traitors who emerged from within the CPI(M). These traitors serve as tools of the imperialist capitalists’ concept of liquidation and annihilation.
In our country as well, the masses are searching for answers in the face of the poverty and misery they endure. The Turkish ruling classes are waging an intense offensive to keep the spontaneously developing mass movement within the bounds of the system. They have deployed every means to keep the masses’ reactions and anger within legal limits, attempting to suppress them through repression and violence. In line with their imperialist masters, while on one hand conducting military operations against the armed struggle front and ideologically propagating that “the era of arms has ended,” on the other hand, they are striving to narrow the actual legitimate arenas of struggle as much as possible.
And of course, reformists and other currents that reject the revolutionary struggle are coming to the aid of the Turkish ruling class. The fact that the Turkish Revolutionary Movement has been pushed back to the legal boundaries has left it facing a serious ideological siege.
Today, the masses’ need for a vanguard to clear the path is greater than ever. The illegal armed struggle front is the breakwater against the wave of liquidationism. Today, no line of struggle that does not strategically address the armed struggle can break through fascism and imperialist encirclement, nor can it mobilize the masses to fight against imperialist encirclement. If the masses are not organized around revolutionary violence, their descent into reactionary nationalist sentiments, chauvinism, and the poisonous circle of patriarchy will be inevitable. In this sense, while organizing the working class and the broad masses against the oppression of the AKP-MHP regime is one aspect of the task, the other aspect is the revolutionary duty of the moment: to keep the advanced masses vigilant against the reformist, revisionist, and pacifist currents clustered around the CHP. We can only advance the path opened by our Leader Comrade on this basis and prove worthy of the legacy he left us. To this end, the development of a united revolutionary struggle stands before us as an imperative task.
The path that our Leader Comrade İbrahim Kaypakkaya did not hesitate to walk remains relevant today. This is the only true path that will lead the working class and the oppressed laborers to liberation. It is within our power to embark on this path and break free from routines and entrenched habits. Marching forward and advancing through struggle is the tradition of our struggle. This tradition is the sole legacy left to us by our leader comrade.
We will not hesitate for a single moment to march forward through struggle on the path opened by our leader comrade; we will advance along the path he opened. This is the call of our leader comrade that reaches us today.

In Türkiye,, the Tunceli District Court ordered the withdrawal of seven books, as well as a ban on their publication, distribution, and sale. The titles in question are works by authors associated with the revolutionary left: “Heroic Songs” by Muzaffer Oruçoğlu, “The Dawn of Communism” by Arif Çelebi, “The Guide to Courage” by Nazlı Gürbüz Top, “Our Çakır: The Life of a Revolutionary” by Mukaddes Erdoğdu, “On Life” by Kutsiye Bozoklar, “Materialist Philosophy” by İbrahim Okçuoğlu, and “On the Illuminated Slopes of Struggle” by Serkan Günebakan.
Judicial authorities believe these publications contain elements constituting “terrorist propaganda,” justifying their confiscation and ban. At the same time, several newspapers, including four issues of Yeni Demokrasi and 14 of Sosyalizm U Azadi, have also been subject to similar court decisions, with distribution suspended and seizures.
