Marks and Spencers will be replacing all it's plastic carrier bags with paper bags after a 10 store trial was a success. I know there's a lot of complication surrounding the best kind of bag for energy use etc, but the energy used to create the bags will be supplied by renewable generation and most importantly, paper bags don't pollute in the way that plastic ones do.
