This would be a brilliant reversal, and could be combined with an #LVT to increase funding.
A tax on unleased land larger than 1/4 acre and not owned by a public Trust would pretty much spare all domestic housing and farming activities from tax while removing the incentive for land banking and hereditary land ownership.

Even if it's not your cup of tea, our cities had lots of colour, flair and freedom back then that's now gone.
That doesn't mean we need to be poor or embrace urban decay.
A top public policy objective should be to minimise housing costs by shifting the tax burden to land value.

Lots of legislative action yesterday! Four bills I am tracking faced a vote and one is dead: HB 10 granting all localities in Virginia the ability to tax land at a higher rate than buildings. Why do I keep saying that landowners are the ones that should pay higher taxes?
It's because it doesn't make sense to me that land ownership should be respected for "not paying into the system".
Like, if you want to play this silly game that little boys play of territorialism in elementary school playgrounds, where they draw imaginary boundaries, then by all means do so.
But for people who didn't consent to it, you gotta have a good reason why the respect for imaginary boundaries should be enforced.
To make it really easy: don't tax improvements; just land ownership.
