That, to me, doesn't indicate anything regarding resurrecting Kier, in any way or form, it's about doing something that would create a lasting legacy.
Like helping the world to tame their Tempers, and Jame and Harmony decided the chip is the solution.

This makes me more confident in my theory of what Lumon is working on, far more than theories of resurrection, consciousness switching between dead and living bodies, and cloning.
Especially when it comes to Kier, who died long before any technologies existed to preserve any aspect of his existence, corporeal or otherwise, meaning there's nothing from which to recreate him.
Worker pacification, and avoidance of discomfort for the wealthy, are their goals.
