Plates are as long as bar magnet. Insulation is applied to avoid electrical breakdown. If a displacement current density i=(ε/d)*(dU/dt) flows to the right through the capacitor, force density should move the bar magnet down (as shown in figure).

Normally in formula of Lorentz force density (f=i x B) i is a line current density.

Could it also be a displacement current density?

An experiment set up could be designed as follows:
