向香港終審法院辭任海外非常任法官的岑耀信，辭職不足一個星期，他在6月10日星期一於英國《金融時報》，以標題「香港法治岌岌可危」撰文交代原因。文章一開始明確表示，5月底法庭裁定初選 47人案中，14 名不認罪被告「串謀顛覆國家政權」罪成立，是否定了立法會反對預算案的憲制權力，他指這裁決法理上說不通。雖然仍有可能經由上訴去糾正，但裁決顯示香港司法呈現的病癥正在加劇。
