There is a rule in the House of Lords that you can't wear a hat unless you are a woman, but I imagine the Count will declare that his Bin is a wig and not a hat, so it's allowed. Wigs are very much allowed.
Or he could say he's a woman, in the sense that he has breasts and nipples but also a large, um, bucket #binface #countbinface #lordbuckethead -
