Question answered. Having ‘borrowed’ a grommet from a different part of the fairing, I can confirm that yes, it was missing.
Damned if I know where it went though - it was there when I took it apart! New one ordered. Plus spares. -
Is there a 2007 Honda CBR600RR expert in the house?
Trying to work out if my fairing has lost a screw-in grommet while I was removing a failed alarm unit. (Fairly sure it has, but the exploded views from Honda are completely unfathomable)

(It was around ‘78-‘79 that I saw it). It had a quarter acre back yard, and was on the upper drives? Anyone? I’m wondering whatever happened to that house.
