Proponen reformar la LFT para que padres y madres ajusten su jornada laboral por cuidado infantil

Impulsan iniciativa para reconocer el derecho al tiempo de cuidado en la vida laboral

La diputada Elizabeth Mateos presentó una iniciativa  para modificar la LFT, a fin de incorporar el derecho de las trabajadoras a solicitar ajustes razonables en su jornada laboral que les permita acompañar a sus hijos en sus traslados escolares.

Subrayó que el tema del cuidado es una realidad cotidiana que viven millones de familias, pues alguien tiene que llevar a los niños a la escuela, estar pendiente de su salida y asegurarse de que lleguen bien a casa.

Detrás de estas tareas, dijo, hay un esfuerzo constante que permite sostener la vida diaria, sin embargo, añadió, aún no se cuenta con el reconocimiento suficiente en el ámbito laboral y legal.

Mateos Hernández, del grupo parlamentario de Morena, explicó que el reto central es lograr que la vida laboral y familiar se pueda equilibrar. Es cierto que en el país se han dado pasos importantes –como la reducción de la jornada laboral a 40 horas–, pero en la práctica cotidiana los horarios de trabajo y los horarios escolares no siempre coinciden.

Situación excepcional

Desde la tribuna del Poder Legislativo local, la diputada Elizabeth Mateos enfatizó que “en medio de ese desajuste se encuentran padres y personas cuidadoras que buscan resolver una problemática que aún puede ser atendida desde el marco normativo. Añadió que el cuidado no es una situación excepcional, sino una parte estructural de la vida social.

Con base en la Encuesta Nacional sobre Uso del Tiempo 2024 del Inegi, la legisladora precisó que el cuidado de niños de entre 0 y 5 años implica más de 30 horas a la semana, mientras que en el caso de quienes tienen entre 6 y 14 años representa alrededor de 16 horas semanales. Estos datos reflejan una carga de tiempo significativa dentro de las condiciones laborales para brindar mayor certidumbre a las familias.

Subrayó que esta realidad también tiene un impacto económico directo en los hogares, ya que las familias suelen recurrir a soluciones privadas para cubrir estas necesidades. Los servicios de guardería pueden alcanzar costos de hasta 12,000 pesos mensuales, dependiendo del tipo de atención, mientras que actividades como cursos o talleres pueden representar entre 750 y 1,500 pesos semanales, especialmente en periodos vacacionales. 

Ante ello, no todas las familias pueden asumir estos gastos, lo que obliga a improvisar o ajustar la vida diaria, e incluso en algunos casos a que niñas y niños se traslades solos o permanezcan sin acompañamiento en ciertos momentos del día, o que madres decidan dejar de trabajar para dedicarse al cuidado.

Condiciones de seguridad

En este contexto, la diputada Mateos Hernández anunció que presentará una iniciativa complementaria para que niños puedan acompañar a sus padres a los centros de trabajo, tanto públicos como privados, siempre bajo condiciones de seguridad y en espacios adecuados para su atención.

También resaltó que el cuidado sigue recayendo en las mujeres, quienes ajustan horarios, solicitan permisos y reorganizan su vida diaria para cumplir con estas responsabilidades, aunque reconoce que también los padres participan activamente, cada vez más, en estas tareas, por lo que la iniciativa parte de la premisa de que el cuidado es una responsabilidad compartida.

La legisladora advirtió que esta situación tiene consecuencias directas en términos de desigualdad laboral, menores oportunidades de desarrollo y una carga adicional de trabajo no remunerado que afecta principalmente a las mujeres, lo que contribuye a mantener condiciones desiguales en el ámbito laboral.

Finalmente señaló que en la ciudad de México ya se han impulsado políticas públicas en esta materia, particularmente en el Sistema Público de Cuidados promovido por el gobierno capitalino, el cual busca reconocer y fortalecer el valor del cuidado mediante servicios como centros de atención infantil, espacios para personas adultas mayores, comedores, lavanderías comunitarias y otros programas de apoyo.

Sigh. It's finally happened. My first ever positive #LFT #COVID self-test result, and I'm feeling it too. I've had 7 shots but they won't completely remove all possible risk.

7 days into #Covid, slowly #recovering. Still taste odd, snuffly, and sleeping phenomenally (even more than my normal neuro illness). But encouraged. Didn't get #antivirals tho #immunosuppressed cos didn't test positive on #LFT within 5 days (or at all) - my healthy husband who gave me the infection barely tested positive - looks like really low viral load for us, thankfully. But recovering. Honestly grateful to be managing so well in the circumstances. Our first time with Covid.
