  2. #Cheshire and #Warrington Combined Authority, #Leicester City Council, #Oxfordshire County Council and Portsmouth City Council have joined the Urban #Transport Group (UTG), taking its membership to 19 authorities.

    UTG said the additions strengthen its role as the UK’s network of transport authorities at a time of significant change in local transport policy.

    The four new members are pursuing plans to improve public transport, walking and cycling, cut carbon emissions and support economic growth. Cheshire and Warrington is developing its transport function following the creation of the combined authority in February 2026. Oxfordshire is focused on reducing car dependency through an integrated, low-carbon network. Leicester is investing in bus, walking and cycling improvements, while Portsmouth is prioritising a people-centred transport system to tackle congestion and improve air quality.

    UTG now has 10 Principal Members and nine Members.
