Grecja dołącza do rosnącej grupy państw, które postanowiły radykalnie ograniczyć wpływ platform technologicznych na dzieci. Premier Kyriakos Mitsotakis poinformował, że od stycznia przyszłego roku nastolatkowie poniżej 15. roku życia stracą dostęp do popularnych serwisów społecznościowych. Co ciekawe i niezwykle ironiczne, szef greckiego rządu wytłumaczył założenia nowych przepisów w wideo opublikowanym bezpośrednio na… TikToku.
Trudne, ale konieczne
„Wielu młodych ludzi mówi mi, że czują się wyczerpani ciągłymi porównaniami, komentarzami i presją, by zawsze być online” – tłumaczył Mitsotakis w swoim nagraniu. Zaznaczył, że rozmawiał z wieloma rodzicami, których dzieci cierpią na stany lękowe, mają problemy ze snem i dosłownie nie rozstają się ze swoimi smartfonami.
Rząd nie chce całkowicie odcinać młodzieży od technologii, którą uznaje za cenne źródło wiedzy i inspiracji. Głównym celem ataku jest algorytmiczna struktura platform. „Uzależniający projekt niektórych aplikacji i model biznesowy oparty na przykuwaniu uwagi zabierają waszą niewinność i wolność. To musi się gdzieś skończyć” – podsumował premier, nazywając nowe regulacje trudnymi, ale koniecznymi.
Globalny trend i presja na Unię Europejską
Grecja nie działa w próżni. Pod koniec ubiegłego roku Australia, jako pierwszy kraj na świecie, nałożyła na platformy takie jak TikTok, YouTube czy Snapchat obowiązek usuwania kont użytkowników poniżej 16. roku życia pod groźbą potężnych kar finansowych (z czym zresztą na drodze sądowej walczy obecnie m.in. Reddit). Podobne kroki rozważają już Francja, Austria, Hiszpania, Dania czy Wielka Brytania.
Mitsotakis chce jednak pójść o krok dalej i przenieść dyskusję na wyższy szczebel. W specjalnym liście skierowanym do przewodniczącej Komisji Europejskiej, Ursuli von der Leyen, zaapelował o stworzenie wspólnego, ogólnounijnego prawa. Jego propozycje obejmują m.in. obowiązkową weryfikację wieku dla osób poniżej 15 lat na wszystkich platformach w całej UE oraz kontrowersyjny wymóg ponownego sprawdzania wieku użytkowników co pół roku.
Same firmy technologiczne tradycyjnie sprzeciwiają się takim rozwiązaniom, argumentując, że całkowite zakazy będą niemożliwe do skutecznego wyegzekwowania i mogą odizolować wrażliwych nastolatków od grup rówieśniczych. W tle toczą się jednak poważne procesy – niedawno amerykański sąd uznał firmy Meta (właściciela Instagrama) oraz Google (właściciela YouTube’a) za winne celowego tworzenia uzależniających platform, które zrujnowały zdrowie psychiczne młodej kobiety.
