Biden granted clemency to the #KidsForCash judge. The White House didn’t consider the case specifics.

President Joe Biden this week granted clemency to the former Pennsylvania judge, Michael Conahan, as part of a mass commutation covering nearly 1,500 people who had been released on home confinement during Covid.

Conahan’s inclusion sparked harsh blowback, with Democratic Pennsylvania Gov. Josh Shapiro criticizing Biden for getting it “absolutely wrong.”

Conahan was convicted in 2011 of funneling juveniles to for-profit detention centers in exchange for more than $2M in kickbacks. He was sentenced to more than 17 years in prison after pleading guilty to racketeering conspiracy charges.

At the time, the U.S. attorney for the Middle District of Pennsylvania called the scandal “the worst in Pennsylvania’s history,” forcing the state to vacate thousands of juvenile convictions.

Biden commutes sentence of Luzerne County kids-for-cash scandal judge Conahan

President Joe Biden commuted disgraced #KidsForCash scandal judge Michael T. Conahan’s lengthy sentence Thursday, allowing him to go entirely free 20 months early.

Conahan and former Luzerne County President Judge Mark Ciavarella took part in a conspiracy that netted them $2.8 million, according to their federal indictment. They facilitated the construction of juvenile detention centers and expansion of another by agreeing to send convicted juveniles to them in exchange for cash, according to the indictment.

The White House justified Biden’s decision by issuing a statement that says he commuted the sentences of “close to 1,500 individuals who were placed on home confinement during the COVID-19 pandemic and who have successfully reintegrated into their families and communities.”
