Penalty Japan as Scotland get overly penalised for not wrapping a tackle. Little bit harsh IMO. Wind is in the face of Tamura but Japan wants a few points here to settle the nerves so he lines up the kick. Unfortunately, not enough legs on the ball. #JPNvSCO #JPNvsSCO #rwc2019
