Could this administration have f#¢ked up the #Iran war any worse?
The Iranians clearly know they have the upper hand, as long as the American public continues to express its opposition to the war. President "Shart of the Deal" is continuing his predictable cycle of huge threats followed by surrender on sanctions and other negotiation points. As a result, the situation is likely to end up worse than it was before the attacks.
None of this was necessary. Had we remained constrained by the #JCPOA—which, yes, was far from perfect—Iran's nuclear program would be under international supervision and probably not as advanced as it stands at this moment.
The war hasn't even delivered for #Israel on weakening Iran's proxies. #Hezbollah has successfully drawn Israel into an obvious PR trap; Lebanese Christians and Iranian dissidents previously sympathetic to Israel find themselves fleeing Israeli munitions, weakening those alliances.

„Außenpolitik wird nicht überzeugender dadurch, dass wir Völkerrechtsbrüche nicht so nennen“ (Frank-Walter Steinmeier zum Iran-Krieg der USA und Israels)
Die Rede des Bundespräsidenten auf der 75-Jahr-Feier des Auswärtigen Amtes am 24. März 2026 fiel deutlich aus. Der Überfall der USA und Israels sei nach seinem „Dafürhalten völkerrechtswidrig“. Es gebe wenig Zweifel daran, dass die Begründung mit einem unmittelbar bevorstehenden Angriff auf die USA nicht trage. Der Krieg sei ein „politisch verhängnisvoller Fehler“ und „ein wirklich vermeidbarer, unnötiger Krieg, wenn sein Ziel denn war, den Iran auf dem Weg zur Atombombe zu stoppen“.
Frank Steinmeiers klare Haltung war eine Ohrfeige für die Bundesregierung. Eine im Iran-Krieg eher leise grüne Oppositionsfraktion konnte sich mitgemeint fühlen.
„Komplex“
Jürgen Hardt, außenpolitischer Sprecher der CDU, versicherte dagegen ernsthaft, dass die Prüfung der rechtlichen Einordnung dieses Krieges durch die zuständige Bundesregierung auch drei Wochen nach Beginn der Bombardements noch nicht abgeschlossen sei. Für die CDU ist die Lage wie zuvor schon bei Trumps Überfall auf Venezuela „komplex“.
Weniger „komplex“ argumentierte Israels Botschafter Ron Prosor in der FAZ. Er machte sich gar nicht erst die Mühe, den Völkerrechtsbruch zu leugnen. „Wir müssen aufhören, in alten Schablonen zu denken. Klugheit bedeutet heute, den Mut zu haben, das Richtige zu tun, statt nur das Richtige zu wollen.“
Das Völkerrecht als „alte Schablone“. Bei den Spontis hieß das kurz und knapp Legal-Illegal-Scheißegal. Im Kern gab Prosor der Kritik Steinmeiers so recht.
Schon zum Beginn der Kampfhandlungen hatten die US-Dienste bestritten, dass ein Angriff des Iran unmittelbar bevorstehe. Damit war die Voraussetzung des Artikels 51 der UN Charta zur Durchbrechung des Gewaltverbots des nicht gegeben. Wie beim Irak-Krieg 2022 handelt es sich um einen vom internationalen Recht nicht gedeckten Präemptivschlag. Vom Griff nach der Atombombe war der Iran, so die IAEO, noch Jahre entfernt. Steinmeier verwies zu Recht darauf, dass es unter dem Atomabkommen von 2015 eine höhere Sicherheit gegen eine iranische Bombe gehabt habe als heute. Doch das JCPOA wurde 2018 von Trump gekündigt.
ius ad bellum
Die Lage im Nahen Osten ist kompliziert. Die Völkerrechtswidrigkeit des US-israelischen Angriffskrieges gegen Iran hingegen ist evident. Das sieht eine Mehrheit der Staaten so, in Europa etwa Spanien. Wenn in Deutschland das Offensichtliche nicht ausgesprochen werden soll, stellt sich die Frage nach dem Warum. Die Völkerrechtswidrigkeit des Iran-Krieges ist keine akademische Frage. Sie hat handfeste politische Konsequenzen.
Verstößt der US-israelische Angriff gegen das Völkerrecht, hat der Iran nach Artikel 51 das Recht auf Selbstverteidigung – solange der Sicherheitsrat nicht eigene Maßnahmen ergreift, diesen Angriff abzuwenden. Davon ist nicht auszugehen, denn die angreifenden USA haben im Sicherheitsrat Vetorecht. Wenn sie den Krieg beenden wollten, müsste sie den Angriff nur einstellen.
Die Feststellung, dass der Iran als angegriffener Staat das Recht auf Selbstverteidigung hat, ist unbequem und bitter. Denn das Recht auf Selbstverteidigung wird durch ein brutales, terroristisches Regime wahrgenommen. Dennoch hat der souveräne Iran das ius ad bellum. Wie die von rassistischen und rechtsextremen Kräften abhängige Regierung von Netanjahu nach dem Terroranschlag vom 7. Oktober das Recht und die Pflicht hatte, die Gefahr durch die Hamas zu beenden.
Doch wie in Gaza suspendiert das Recht zum Krieg nicht das Recht im Krieg. Das ius in bello verbietet Angriffe auf zivile Infrastruktur, auf Schulen und Hospitäler, auf Kraftwerke in der Ukraine, wie auch auf Gasfelder, ob im Iran oder in Qatar.
Bündnis der Mittelmächte
Die Kriege in der Ukraine wie im Iran können sofort beendet werden. Putin und Trump müssen ihren völkerrechtswidrigen Angriff stoppen. Doch was in der Ukraine gilt, trifft auch im Iran zu. Weder Putin noch Trump werden wegen des Verstoßes gegen internationales Recht ihre Kriege beenden. Erst wenn die politischen und ökonomischen Konsequenzen die Fortsetzung dieser Kriege nicht mehr lohnend erscheinen lassen, werden sie umkehren.
Hierzu kann internationaler Druck beitragen. Internationaler Druck aber baut sich nicht auf, wenn der Eindruck entsteht, Deutschland sei in der Ukraine klar auf der Seite des Völkerrechts. In Iran wie in Venezuela aber sei der Angriff der USA zu „komplex“. Bündnispartner gegen Putin wird Deutschland nicht finden und halten, wenn der Eindruck entsteht, im Falle der USA gelte ein anderes Völkerrecht. Treffend kritisierte Friedrich Merz Trumps „Massive Eskalation mit offenem Ausgang“ im Iran, drückte sich aber bei der FAZ um eine völkerrechtliche Bewertung.
Putin und Trump betreiben einen gewaltsamen, fossil getriebenen Imperialismus. Trumps und Putins Recht des Stärkeren will Europa die Herrschaft des Rechts entgegensetzen. Die Herrschaft des Rechts soll getragen werden von einem breiten Bündnis von Mittelmächten. So forderte es Kanadas Premierminister Mark Carney auf der Münchner Sicherheitskonferenz 2026. Ein Bündnis der Mittelmächte aber wird nicht auf Opportunismus gegründet. Legal-Illegal-Scheißegal untergraben die Herrschaft des Rechts. Doppelte Standards blockieren breite internationale Koalitionen.
Steinmeier hat recht: „Außenpolitik wird nicht überzeugender dadurch, dass wir Völkerrechtsbrüche nicht so nennen.“
