La Cour a rappelé que la France doit suivre cette mesure, notamment au regard de son impact et la dernière évaluation menée en 2020 s'est concentrée uniquement sur la mise en œuvre de la loi et non sur ses effects. Et depuis 10 ans, la France n'a pas évalué l'impact de la criminalisation sur les clients, sur les personnes directament concernées.
