The Permanent Working Group on Passive Defense in #Iran approved the "National Strategic Document on Electronic Passive Defense" to strengthen the resilience of critical infrastructure against electronic threats. The 10-year roadmap highlights the country’s heavy reliance on electronic systems, communications networks, satellites, and the electromagnetic spectrum as key vulnerabilities.
It assigns the Ministry of Communications responsibility for preparing alternative telecom and #Internet routes and enabling the connection or disconnection of external networks from the National Information Network (#NIN) during crises. The document also calls for protecting the national frequency spectrum, including against #satellite Internet services, to safeguard cyber sovereignty.

@bortzmeyer The TIC (Telecommunication Infrastructure Company) instructed ISPs and data centers to configure their DNS resolvers to TIC-provided IPs that remained whitelisted and connected to the Internet:

🔹 217.218.155.155Typically, admins use public resolvers like Google or Cloudflare. But when international traffic is blocked, these become unreachable - breaking even local DNS resolution and disrupting domestic connectivity.

1. Israel is targeting both military targets and civilian energy infrastructure in Iran (natural gas production, refineries, fuel depots).
2. General chaos prevails. People are trying to find refuge in smaller towns and are leaving Tehran and other major cities if they can.
3. The government is blocking some roads and limiting the gasoline ration to 25 liters per day, aiming to restrict people's movement.
4. People are attempting to purchase and stock up on essential items, such as food and other necessities.
5. The Internet is throttled to the point where almost nothing works. Full traffic is being blocked to some large datacenters like Hetzner, which many in the country use to host their VPN servers. Very few VPNs work, and only sporadically.
6. Our own VPN data shows that the number of active devices and connection attempts is at an all-time high, but data transmission is significantly lower than usual.

Iran is facing a significant outage once again, along the fiber route from Iran -> Azerbaijan -> Georgia. The affected route is presumed to be AS29049 (DELTA-TELECOM).
