I think this is an accurate assessment - at least somewhere around this number.The problem isn’t rebuilding the bases, it’s force protection.
Iran knows what works, now they’re reconstituting their capabilities during the lull in fighting.

US can either say:
1. We had all the supplies #USSLincoln needed but the Iranians destroyed our bases and military warehouses
Or
2. We put these sailors on the ship without proper food and supplies and then let them rot
So
1. Means acknowledgement that the Iranian war effort is phenomenal against America
2. Means making out bureaucracy and admin on the US side failed it's own Navy
