Second, EMP. Dude, if that's strong enough to fry an ebike's controller at, say, 100m away, unless the police officer is packing a 2m diameter dish on their backs to focus the beam, there's going to be collateral damage. The police officer's own electrical stuff and innocent bystanders' stuff downwind. All toast.
