   We are to look upon it as more beneficial, that many guilty persons should escape unpunished, than one innocent person should suffer. The reason is, because it’s of more importance to community, that innocence should be protected, than it is, that guilt should be punished; for guilt and crimes are so frequent in the world, that all of them cannot be punished; and many times they happen in such a manner, that it is not of much consequence to the public, whether they are punished or not.
   But when innocence itself, is brought to the bar and condemned, especially to die, the subject will exclaim, it is immaterial to me, whether I behave well or ill; for virtue itself, is no security. And if such a sentiment as this, should take place in the mind of the subject, there would be an end to all security what so ever.

The National Security Strategy defines terrorism as “premeditated, politically motivated violence perpetrated against innocents” (p. 5). This is truly a distinct kind of violence, but to imply by the word “terrorism” that this sort of terror is the work exclusively of “terrorists” is misleading. The “legitimate” warfare of technologically advanced nations likewise is premeditated, politically motivated violence perpetrated against innocents. The distinction between the intention to perpetrate violence against innocents, as in “terrorism,” and the willingness to do so, as in “war,” is not a source of comfort.

In the December following 9/11, Marvel published an issue of The Amazing Spider-Man with an all-black cover. Incredibly well written, it honors first responders, addresses the grief felt by millions, and gives recognition to the need for retaliation... but also pleads for that retaliation to be measured. Watching the war in Israel and Gaza unfold, I was reminded of this part of it.
