#USCitizen detained and held at #ICE building in Portland for hours before release, lawyer says

Updated 9:33 PM EDT, October 10, 2025PORTLAND, Ore. (AP) — "A U.S. citizen in #PortlandOR, was detained by plainclothes officers and held at the city’s U.S. Immigration and Customs Enforcement building for hours before being released, according to his attorney.
Frank Miranda was outside his place of work early on Oct. 2 when multiple agents wearing masks, who did not identify themselves, approached him and told him he was “on an overstay,” his attorney Michael Fuller said. In a video that Miranda took of his detention, he can be heard saying, “What do you mean, overstay? I don’t know what that is.”
He told the officers that he was born in California. After objecting to being taken into custody and saying he hadn’t done anything wrong, an officer can be heard on the video saying, “We’re gonna put you in cuffs or you’re gonna get the dog.”
Miranda was then struck from behind, handcuffed and put into an unmarked vehicle that took him to Portland’s ICE building, Fuller said. He was held there for several hours before being driven back to his place of work.
ICE and the U.S. Department of Homeland Security did not immediately respond to emailed requests for comment."

It took weeks for Kordia’s legal team to track down family members who received remittances as far back as 2017. Some were still in Gaza and the West Bank, while others had evacuated to Egypt and Dubai." 'In 2022, during one of the aggressions in Gaza, my building was destroyed and we needed money to rebuild,' wrote Kordia’s aunt, who ran a hair salon out of her home in Gaza before fleeing to Cairo. 'My sister was in great need after that incident, so I asked Leqaa for her assistance in sending money,' Kordia’s mother explained.
"After Kordia’s attorneys submitted these sworn statements, ICE attorneys switched arguments, and they barely addressed her wire transfers at a hearing in late August, according to Sarah Sherman-Stokes, one of Kordia’s attorneys.
" 'In the blink of an eye, it became a non-issue,' Sherman-Stokes, a professor at Boston University’s immigrants’ rights clinic, told The Intercept. 'Because it was such a charade from the beginning.' "

"#Immigration advocates and legal experts have heavily criticized the lack of transparency over the expected renewal of the contract between Immigration and Customs Enforcement and #GEOGroup, which owns and manages the 1,575-bed, jail-like facility.
"Neither GEO Group nor ICE officials have released information about a new contract for running the detention center. The current contract, inked in 2015 as a one-year contract with an option to renew each year for nine years, is set to expire Sept. 27. The contract awarded GEO Group a minimum of $700 million over 10 years.
" 'It not only puts a veil over people’s eyes, but also prevents people inside the detention center from knowing what the future of this detention center is going to be,' said Josefina Mora-Cheung, director of organizing at #LaResistencia a local #activist group advocating for the end of #MassDeportations and the closure of detention centers.
"GEO Group and ICE officials did not answer emailed questions about whether a new contract was signed or whether the existing contract has been extended. Officials did not respond to reporters’ requests to provide copies of the new contract, should it exist.

"There, a judge scheduled a date for the two sides to meet again on #November25. In that hearing, CoreCivic will be allowed to present arguement that a Kansas court’s decision barring CoreCivic from housing #ICEDetainees should be overturned.
"The United States Department of Justice [#DOJ] filed a statement of interest on September 22 to address what it called 'an aggressive and unlawful effort' by the City of Leavenworth to interfere with federal immigration enforcement.
"The U.S. District Court was filed against the City of Leavenworth, Mayor #HollyPittman, Mayor Pro Tem #NancyBauder, and city commissioners Griff Martin, Jermaine Wilson, and Edd Hingula.
" 'The United States has a strong interest in countering state and local efforts to harass federal contractors, in the proper application of the Constitution and its Supremacy clause,' the DOJ said in its statement of interest, 'and in the foundational principles that protect the Federal Government from unconstitutional state and local interference.' "In March, the City of Leavenworth adopted a resolution preventing CoreCivic from using the former federal prison as an immigration detention center. It then filed a lawsuit asking a judge to block the private prison operator’s attempt to open the facility without its approval.
"The City opened its complaint with a testimonial describing the detention center as an 'absolute hell hole.' It stated that during CoreCivic’s 30 years of operation, there were 'multiple widely publicized scandals resulting from its gross mismanagement of the Facility,' which burdened the City in 'countless ways.' The facility, first built in 2014, will house up to 2,400 people, including children. It had been shut down last year to save costs, after years of reports suggesting poor treatment, including a report of one toddler who died due to a lack of medical care.
"The reopening is part of a trend. CoreCivic isn’t the only company bringing back facilities. We are at the beginning of what looks like a private prison boom, as the groups profit off President Donald Trump’s plans for mass deportation. They are set to make billions. As the Washington Post reported, the GEO Group and CoreCivic stand to benefit in particular from #Trump’s immigration plans—the companies hold at least 16 vacant facilities that can be reopened within months for mass detention and deportation.
"The GEO Group announced in late February that it would be reopening #DelaneyHall in #NewarkNJ, as a “massive” immigration detention center with 1,000 beds. In California, ICE is considering repurposing and reopening the women’s prison #FCIDublin, closed last year due to mass #SexualAbuse, for #ImmigrantDetention. In Baldwin, Michigan, ICE and the GEO Group have expressed interest in reopening #NorthLake Correctional Facility, a former private prison shuttered in 2022. (A Biden administration order directed the Department of Justice to allow contracts with private prison groups to expire.) In #LeavenworthKS, CoreCivic looks likely to partner with ICE to reopen yet another shuttered private prison, documents obtained by the #ACLU revealed.
"As of February 27, ICE held 43,759 detainees, according to the Transactional Records Access Clearinghouse, a nonpartisan data-gathering organization. Trump is putting pressure on ICE to increase the number of arrests per day. His administration has already fired one ICE director, ostensibly for not deporting enough people.
"In the communities surrounding these new jails for migrants, activists and politicians are fighting back. In Newark, where the GEO Group stands to make $1.2 billion by reopening Delaney Hall, the immigrant rights organization Make the Road is planning a rally against the jail March 11."

So when President Donald Trump signed the so-called 'Big, Beautiful Bill' on July 4, dedicating $45 billion to immigration detention with a goal to double or triple the population behind bars, it was a huge payoff.
"The victory was in the works for years. A private prison company handed consulting and lobbying gigs to Trump’s allies, its political action committee was the first to max out its donation to Trump, and industry executives had already made plans to reopen shuttered prisons — laying the groundwork for what they promised investors would be an incarceration bonanza.

Martial law is the term for when civilian government and legal processes (such as mayoral jurisdiction and police officers, respectively) are overtaken by state military, so as to make demands on behalf of the nation’s leader, and then enforce those demands with their wealth of resources. Typically, martial law is invoked in dangerous situations, such as natural disasters or major #CivilUnrest.
"This is different from the United States’ #InsurrectionAct, wherein those civilian enterprises are not replaced by military personnel and resources, but supplemented by them. More importantly, the official nature of the Insurrection Act allows the #POTUS to deploy the military domestically during emergencies, as the #PosseComitatus Act of 1878 prohibits the use of the military against American civilians. In short, the Insurrection Act can waive the rules of the Posse Comitatus Act to create a sort of #MiniMartialLaw. Remember this.
"Recently, fears have been rising over whether or not the United States could enter martial law on April 20 under Donald Trump. But why then? What is it about April 20 that holds significance? When Trump first took office back on January 20, he signed an executive order declaring a state of emergency at the United States’ southern border, requiring the secretaries of Defense and Homeland Security to submit a report about what the 'situation' is at said border, together with recommended actions for 'resolving' said 'situation.' This report needed to be submitted within 90 days.
"When this order was signed, Trump also declared that 'A #NationalEmergency exists at the southern border of the United States…I hereby declare that this national emergency requires use of the Armed Forces…' This, directly references the potential execution of the Insurrection Act.
"The Secretary of Defense? #PeteHegseth. The Secretary of #HomelandSecurity? #KristiNoem. Two of Donald Trump’s most prominent yes-men. And guess how many days January 20 and April 20 are apart? Ninety.
"So, essentially, on April 20, there’s a not-insignificant chance that those two aforementioned Trump yes-men are going to tell Trump whether or not he should deploy the military in the southern United States so as to crack down on immigration. Except, as we saw with the case of #MahmoudKhalil — a recent #ColumbiaUniversity graduate who played a major role in that student body’s recent #ProPalestinain campus occupations — it doesn’t matter if you have a green card or if you haven’t committed any crimes; under this presidency, #ICE will illegally detain you if they think you’re troublesome to the vision of #TrumpsAmerica. Eventually, one of the agents offered a terse response: Check the local immigration court at 26 Federal Plaza in Manhattan."By next morning, however, the Immigration and Customs Enforcement detainee locator indicated Khalil was no longer in New York. Instead, it showed him at the Elizabeth Detention Center in New Jersey. When Khalil’s wife visited the jail, she was turned away.
"Without warning to Khalil’s wife or his immigration attorney Amy Greer, who the same morning had filed a petition to challenge her client’s arrest as a violation of his First Amendment free speech rights, ICE agents had transferred Khalil to a different facility. This time, they moved him thousands of miles south of his New York home to a facility in Louisiana. It wasn’t until Monday morning that Khalil’s exact whereabouts were updated in the ICE online system: the #LaSalleDetentionFacility in #JenaLouisiana, a #PrivateJail operated by the #GEOGroup.
"Attorneys for Khalil allege the move from the New York metropolitan area to Louisiana was a '#RetaliatoryTransfer' intended to restrict his access and to lawyers and family, and position what has grown into a closely watched #FirstAmendment case in a jurisdiction more friendly to the Trump administration’s anti-immigrant policies.
"Three days after his detention, Khalil still has not been charged with a crime. The Department of Homeland Security has said it arrested Khalil, a lead negotiator for Palestine solidarity protesters at Columbia, for having “led activities aligned to Hamas.” President Donald Trump, who campaigned on deporting pro-Palestinian protesters, pledged that Khalil’s arrest is 'the first arrest of many to come' and that his administration would continue to target for deportations 'more students at Columbia and other Universities across the Country who have engaged in pro-terrorist, anti-Semitic, anti-American activity.'
"Although a Manhattan federal court ordered a temporary halt preventing the Trump administration from immediately deporting Khalil, attorneys remain concerned for his well-being and ability to access proper legal counsel. In a motion filed Monday evening by attorneys from the Center for Constitutional Rights and the Creating Law Enforcement Accountability and Responsibility project at the City University of New York School of Law, attorneys seek to reverse the ICE decision and to transfer Khalil back to New York."
