  4. @petergleick CERT (Community Emergency Response Team) started in LA. It is a group of volunteers that the program became a model for the rest country that deals with lots of kinds of problems like the ones you mention for responding to events like those. community.fema.gov/Preparednes

    As far as updating the building codes to meet the increasing number of event that is a good thought and this is call here for others for ideas.
