Lancé en janvier 2023 et bénéficiant d’un portage politique inédit, le Plan national 2023-2026 devait marquer un tournant dans la lutte contre les discriminations. Trois ans plus tard, la CNCDH exprime sa profonde déception : le bilan est marqué par une gouvernance défaillante qui se traduit par un très faible taux d’exécution concrète des mesures prévues.

Un décalage alarmant avec la réalité du terrain

Ce constat est d'autant plus inquiétant que les dernières années ont enregistré des niveaux records de violence. En 2023, à la suite des attaques du 7-Octobre perpétrées par le Hamas et de la riposte d’Israël à Gaza, les actes antisémites ont bondi de +284 % et les actes antimusulmans de +164 %. Le nombre des actes racistes et antisémites est resté très élevé au cours des années 2024 et 2025. La CNCDH considère que ce contexte aurait dû commander aux pouvoirs publics d’élever la lutte contre toutes les formes de racisme en priorité absolue.

Des renoncements inacceptables

L'évaluation révèle que plusieurs ministères ont tout bonnement abandonné des pans entiers du Plan, sans explication ni consultation du comité de suivi. La CNCDH estime que ces renoncements soulèvent un enjeu démocratique majeur.

L’évaluation publiée par la CNCDH se concentre sur trois ministères-clés dans la mise en œuvre du Plan :

- Éducation nationale : la Commission déplore l'inexécution de certaines mesures, telles l'engagement des médias autour de la journée internationale du 21 mars.
- Intérieur : la CNCDH regrette qu’aucune des mesures n’ait été pleinement exécutées, la moitié ayant été abandonnée.
- Justice : si la mise en place de magistrats référents est une avancée, leur manque de visibilité et de moyens limite l’efficacité du dispositif.
