If the practical limitation of this style of moderation is that you can only afford to moderate semi closed invite only groups then that is still valuable: this is how most activist signal groups work anyway - but even within decentralised systems like matrix or simplex you can still delegate moderation rights with chat permission hierarchies to make moderating larger groups feasible.
