"The Insurrection Act is a 19th century law that would allow the president to use active-duty troops within the United States to perform law enforcement functions such as arresting migrants. Trump issued an executive order in January declaring an emergency at the southern border that ordered Hegseth and Noem to send him a report within 90 days about the conditions there, and advising whether to invoke the Insurrection Act to help obtain “complete operational control” of the border.
"The deadline for Hegseth and Noem’s recommendation is Sunday, but the Pentagon and DHS are expected to send the memo with their findings to the White House next week, officials said.
"Hegseth and Noem are expected to tell Trump that border crossings are currently low and that they don’t need additional authorities at this point to help control the flow of migrants, officials said. Migrant crossings at the US southern border have been under 300 a day, according to a Homeland Security official — a dramatic drop from recent years when unlawful crossings were well over 1,000 or more a day.
"The US military has deployed thousands of additional troops, including active-duty forces, to the southern border in recent months, but they have been doing patrols, building barricades and providing logistical support to DHS — not conducting arrests.
"Trump officials have been frustrated with the slower pace of interior arrests across the country of undocumented immigrants, and there have been some tense calls about it between the White House and Immigration and Customs Enforcement, multiple sources said.
"But interior arrests often require significant manpower and resources, moreso than detaining migrants as they cross the border. NEW YORK (AP) — "When a protester was caught on video in January at a New York rally against Israel, only her eyes were visible between a mask and headscarf. But days later, photos of her entire face, along with her name and employer, were circulated online.
"'Months of them hiding their faces went down the drain!' a fledgling technology company boasted in a social media post, claiming its #FacialRecognition tool had identified the woman despite the coverings.
"She was anything but a lone target. The same software was also used to review images taken during months of #ProPalestinian marches at U.S. colleges. A #RightWingJewish group said some people identified with the tool were on a list of names it submitted to President Donald #Trump’s administration, urging that they be deported in accordance with his call for the expulsion of foreign students who participated in 'pro-jihadist' protests.

The document was billed as 'a blueprint to counter antisemitism' and offered strategies to target and silence critics of Israel, including deportation. A fact sheet about the executive order related by the Trump administration mirrored language from Project Esther and laid bare the order’s intent to 'cancel the student visas of all Hamas sympathizers on college campuses,' vowing to deport 'all the resident aliens who joined in the pro-jihadist protests.'
"Such ideas are increasingly gaining purchase in conservative discourse. Pledges to deport supporters of Palestinian rights were a key part of the Republican Party’s platform. A congressional bill introduced last May called for similar measures.
"#Academia is a key focus of Project Esther and Trump’s executive orders. While the most recent order instructs all agencies within the executive branch to take part in the crackdown, it encourages #surveillance in specific areas, such as #universities and even K-12 schools, where administrators are being told to monitor and report #InternationalStudents for possible deportation.

"A leading progressive law firm in Maine is advising public school officials on how they can effectively resist potential immigration enforcement actions that may involve the families of minors who attend government-run schools, including by destroying evidence of potential immigration crimes.
"The advice may place school officials in the legal crosshairs of the Trump Administration under a new policy advisory distributed by the U.S. Department of Justice, which warns state and local officials not to interfere with federal law enforcement activities.
"'[S]chool officials should generate a plan for what to do if immigration officials seek to conduct activities at school, and provide appropriate training to those who may come in contact with officials,' law firm Drummond Woodsum warned in an 'Immigration Client Alert' distributed on Jan. 21.
"A copy of that advisory email was obtained by the Maine Wire and is published [at the link] in full.
"The memo advises clients who may have evidence that a student and that student’s parents or guardians are not U.S. citizens or are present in the U.S. without authorization.
"According to Drummond Woodsum, school officials should destroy those records or stop collecting them so as to #obstruct or prevent federal immigration officials from enforcing American immigration law.
"Schools may have collected data on students’ #USCitizenship, #nationality, #CountryOfBirth, #USEntryDate, the date a student first attended school, or the #ImmigrationStatus of the student or their parents or guardians, the memo states.
