    "Early one morning this June, #TreasureThoreson was drinking coffee on her couch in #Minneapolis when she heard a knock at the front door.

    " 'I go and I see a woman standing there in office clothes, but with a Homeland Security vest over the top. And I see six more agents standing in my front yard,' Thoreson told NPR. "She said, 'We have a warrant for your arrest, for conspiracy.' "

    "Thoreson, a special education teacher, was still in her pajamas. The agent let her change clothes and hug her partner goodbye before taking her into custody.

    "The government charged Thoreson and 14 others with engaging in a conspiracy to impede federal agents — a conspiracy it says culminated in the use of blockades outside the Whipple Federal Building, which served as ICE's headquarters during the immigration enforcement surge in Minnesota this past winter.

    "The government cited meetings and conversations on the encrypted messaging app #Signal as evidence. At the advice of her lawyer, Thoreson declined to comment on the specifics of the indictment.

    An increasing trend

    "The charges against Thoreson are part of an escalating trend. NPR reviewed court records from the last five years to examine how the federal government is wielding one specific charge: conspiracy to impede or injure an officer, which can carry a sentence of up to six years in federal prison.

    "The statute, which dates back to the Civil War, has historically been used infrequently. But since President #Trump took office last year, the Justice Department has charged more than three dozen people in at least 10 cases. All of them involve people protesting federal immigration enforcement.

    The government has also indicted nearly 50 people on #conspiracy charges in #Michigan, #Texas and #Minnesota using different legal statutes."

The location is already the site of a Justice Department immigration court. In Irvine, a city in Orange County located an hour’s drive from #LosAngeles, ICE is moving into offices on 2020 Main Street, located right next to the airport and a childcare agency. In #VanNuys, a neighborhood of Los Angeles, ICE is expanding its offices at the James C. Corman federal building that also has offices for the IRS and Health and Human Services. Further expansion of ICE offices is also underway throughout the state, in federal buildings in Los Angeles, at San Diego’s Edward J. Schwartz Courthouse and federal building, and in Santa Ana’s federal building. The #SantaAna federal building is located within blocks of a church, the stadium for one of the nation's top high school football programs, and many government services.

    "In New York and #NewJersey, ICE is expanding its physical footprint rapidly. In #RoselandNJ, less than an hour’s drive from New York City, ICE is moving into a building at 5 Becker Farm Road. The building is located near the Roseland Child Development Center. In #WoodburyNY, a hamlet in #LongIsland, ICE is moving into offices located at 88 Froehlich Farm Boulevard, near an expedited passport center. In #NewWindsor, New York, a town within driving distance of New York City along the Hudson River known for the Storm King Art Center, ICE is moving into offices at 843 Union Avenue. All three of these locations are within an hour and a half from a warehouse in #ChesterNY, that DHS is pursuing as an immigrant detention center.

    "The same pattern plays out in dozens of other cities across the US. ICE’s expansion includes not just its own preexisting space—or sharing an office with other government agencies—but also situates its agents near sensitive civilian locations.

    "That often includes places of worship. In #Hyattsville, Maryland, ICE is expanding its offices at the Metro 1 building on 6505 Belcrest Road, which sits a few blocks from a Lutheran church. In #Tennessee, OPLA is planning to move into the #Nashville House office building, a business center in the city near multiple churches. The #OneCityCenter building in #PortlandME, where ICE plans to expand its offices, is within walking distance to at least six churches, a mosque, one synagogue, and a Salvation Army adult rehab center.     "Several planned ICE office spaces are located near schools and early-childhood care centers. ICE is poised to move into a building on 1000 Westlakes Drive in the #Philadelphia, Pennsylvania, suburb of #Berwyn; the Hillside Elementary School is about a mile away. In #Hartford, Connecticut, OPLA is poised to expand existing ICE office space in the Abraham A. Ribicoff federal building, which sits two blocks from the Betances elementary school. Back in Tennessee, ICE is ready to move into offices at 5904 Ridgeway Center Parkway in Memphis, in a building near the private all-girls Hutchison School. In the #ColumbusOH, suburb of #Westerville, OPLA appears ready to move into a small office building at 774 Park Meadow, near the Oakstone Academy High School. In #MeridianID ICE is moving into the Portico at Meridian Center, which is located near the Spalding STEM Academy high school.     "Other locations appear to be strategically situated near buildings that ICE either currently uses or could use to detain immigrants. The #Hyattsville location is about an hour and a half from a warehouse DHS recently purchased that ICE has said will be used to detain immigrants, as is a second office marked for OPLA use in #CockeysvilleMD.

    "Among the many ICE leasing projects underway in Florida is Research Commons, a building located in #Orlando at 12249 Science Drive that’s less than 25 minutes away from another warehouse identified by the Post as a potential large-scale detention center. The York, #Pennsylvania, location is also an hour and 20 minutes away from a warehouse recently purchased by ICE for nearly $90 million that a Republican congressman said will be used as a processing and immigrant detention facility.

    "In Alexandria, Louisiana, ICE is moving into a building on 1201 3rd Street, located right in the city’s historic downtown center and a 16-minute drive from the Alexandria Staging Facility, where immigrants have been detained, transferred, and then deported.

    "#AlexandriaLA has emerged as a key location for ICE’s activities in the state and around the country, and an investigation from The Guardian alleged a pattern of abuse and alleged due process violations at the Alexandria facility that’s operated as a deportation 'hub.'

    "This is just a sampling of the dozens and dozens of lease locations in the process of being awarded to ICE in every single GSA leasing region, which spans the entire country and US territories. ICE agents and officers will share buildings with doctors, restaurants, and businesses. They’ll expand existing offices and move in with unrelated government agencies—at 801 Arch Street in Philadelphia, Pennsylvania, for example, they’ll share space with the DMV."

    "The DeKalb gathering was one of many across the metro area as thousands took to the streets to protest President Donald Trump’s administration and its immigration enforcement policies.

    "Roughly two hours into the rally, police in #RiotGear arrived to prevent demonstrators from marching on the road.

    " 'I’m here in Chamblee where the authorities are trying to hold back the protest which is turning a bit violent,' Guevara said in Spanish during a livestream, which has racked up over one million views on Facebook. He could be seen wearing a helmet and a vest that identified him as press.

    " 'Don’t touch me,' Guevara later tells a police officer in the video as the feed cuts off.

    "Later, amid glitches in the video, Guevara can be hearing saying, 'Officer, officer, I’m with the media.' Moments later, the video shows Guevara had been brought to the ground.

    "Online police records show Guevara was booked into DeKalb County Jail at 4:49 p.m. with a charge of 'obstruction of law enforcement officers' and a charge of 'pedestrian walking on or along' a roadway.

    "In a statement on its Facebook page, the firm of Diaz & Gaeta Law, which represents Guevara, said it was 'taking all measures to defend Mr. Guevara and protect freedom of speech as provided by the #FirstAmendment.'

    “It has come to our understanding that the reporter Mario Guevara was arrested recently … for merely videotaping the protests today.”

    "At least seven other people were arrested at the site of the DeKalb protest, county leaders confirmed Saturday evening."

    "Sen. Alex Padilla, D-Calif., was forcibly removed from a news conference in Los Angeles on Thursday after trying to question Homeland Security Secretary Kristi Noem during a press conference related to immigration.

    " 'I am Sen. Alex Padilla. I have questions for the secretary,' Padilla said to Noem, which prompted several men to physically push him out of the room. It was unclear who the men were, as several were dressed in plainclothes.

    "Padilla's office shared a video of the incident with NBC News. The video shows Padilla being taken into a hallway outside and pushed face forward onto the ground as officers with FBI-identifying vests told the senator to put his hands behind his back. The officers then handcuffed him.

    "President Donald Trump's immigration policies — and the administration's handling of demonstrations against those policies — have sparked an outcry in recent days. After protesters clashed with officers from Immigration and Customs Enforcement in Los Angeles on Friday, the president deployed members of the National Guard, and later Marines, to assist local law enforcement. Dozens of demonstrations have taken place across the country in the days that followed.

    "Speaking to reporters later Thursday, Padilla said he was receiving a briefing from military officials when he learned Noem was in the same building and decided to join her briefing.

    " 'I was there peacefully,' he said. 'At one point, I had a question, and so I began to ask a question. I was almost immediately forcibly removed from the room, I was forced to the ground, and I was handcuffed.'

    "Last Friday, federal immigration agents swept through the garment district of Los Angeles, setting off protests that have rattled sections of downtown L.A. and have spread to a number of cities across the country.

    "For #farmworkers — about 42 percent of whom are undocumented, according to the Agriculture Department — the escalation in arrests has created widespread fear.

    " 'Children are terrified,' Ms. Romero said. 'They don’t want to go to school because they don’t know if their parents will be home when they come back.'

    "Local leaders have rebuked the escalation, which could bring hardship to one of California’s agricultural corridors. A handful of federal operations have been conducted in other rural communities in recent weeks. Last month, federal agents pulled over a bus in #AlbionN., and detained 14 immigrants who worked at a nearby farm. In April, three children and their mother were detained at an upstate New York dairy.

    "Rural migrants are particularly vulnerable to immigration enforcement because they stand out in towns that are often racially homogenous, said Will Lambek of Migrant Justice, an advocacy organization for farmworkers in #Vermont, where eight dairy workers were detained in April.

    "In California, Ms. Davalos said the agents could have made more arrests had the community been less prepared. Once a volunteer spotted officers in the area, an alert was sent through a network of support.

    "Federal agents were denied entry to at least nine farms in the Central Coast, Ms. Davalos said. Some growers parked their vehicles in front of their gates. Employees also obscured their cars.
    'We demonstrated the power of brave, nonviolent #resistance to #ICE’s tactics of #terror,' Ms. Davalos said, lamenting what she described as politically driven attempts to reach a deportation quota. 'At the end of the day, they’re seizing our family, friends, neighbors and co-workers.'

    "The Department of Homeland Security conducted raids on multiple locations across Los Angeles on Friday, clashing with the crowds of people who gathered to protest.

    "Masked agents were recorded pulling several people out of two LA-area Home Depot stores and the clothing manufacturer Ambient Apparel’s headquarters in LA’s Fashion District. Immigration advocates said the raids also included four other locations, including a doughnut shop.

    "There has not yet been confirmation of how many people were taken into custody during the coordinated sweeps.

    "At an afternoon press conference, #AngelicaSalas, executive director for the Coalition of Humane #ImmigrantRights, said at least 45 people were arrested without warrants.

    " 'Our community is under attack and is being terrorized. These are workers, these are fathers, these are mothers, and this has to stop. Immigration enforcement that is terrorizing our families throughout this country and picking up our people that we love must stop now,' Salas told the crowd.

    "The protest only grew as the afternoon wore on. By 6pm local time, hundreds of people assembled around the federal building in downtown Los Angeles, where those taken into custody during the raids are being held.

    "Earlier in the day, armed agents clad in heavy protective and tactical gear, including some who wore gas masks, could be seen on video and through aerial footage pushing individuals and trying to corral large groups that congregated to challenge the raids.

    "Smoke grenades were reportedly thrown near the crowds and pepper spray was used as the federal officers attempted to clear the area. As the demonstrations continued into the evening, videos showed officers firing less-lethal weapons toward protestors.

    "Some people in the crowd attempted to block large #ArmoredTrucks carrying FBI agents as they departed. One person reportedly threw eggs at the vehicles.

    "The Los Angeles fire department was called to the scene to administer aid to protesters injured by agents and officers, which included the president of the California branch of the Service Employees International Union (#SEIU), #DavidHuerta. The organization said in statement he was detained and called for his immediate release.

    " 'We call for an end to the cruel, destructive, and indiscriminate #ICERaids that are tearing apart our communities, disrupting our economy, and hurting all working people,” Tia Orr, executive director of SEIU California said.

    "Officials in communities spanning from urban to rural and blue to red said the list doesn’t appear to make sense.

    "Jim Davel, administrator for Shawano County, Wisconsin, said the inclusion of his community must be a clerical error. Davel voted for Trump as did 67% of Shawano County.

    " 'We have no idea how we got on this list whatsoever right at this point,' Davel said. 'I think it was just a big mix up, probably some paperwork or something.'

    "Davel thinks the administration may have confused the county’s vote in 2021 to become a 'Second Amendment Sanctuary County' that prohibits gun control measures with it being a safe haven for immigrants. He said the county has approved no immigration sanctuary policies.

    "In New Mexico, Otero and Lincoln counties also made the list and also have Second Amendment sanctuary policies."

    COLORADO, USA — "Local leaders across Colorado are pushing back after the Trump administration published a list labeling dozens of cities and counties as 'sanctuary jurisdictions.'

    "The list, released earlier this week by the Department of Homeland Security, included 41 counties and 15 cities in Colorado.

    "Among them were communities where leaders have publicly supported President Trump’s immigration policies. Since its release, at least three jurisdictions — Weld County, El Paso County, and the city of Aurora — have successfully lobbied for removal from the list.

    " 'There was definitely a mistake made,' Otero County Commissioner Tim Knabenshue said. 'Constituents started calling us and saying, ‘What’s going on? We thought we weren’t a sanctuary county'.'

    "The list, titled Sanctuary Jurisdictions Defying Federal Immigration Law, does not have a consistent or legally recognized definition for what constitutes a sanctuary jurisdiction. It is generally associated with local policies that limit cooperation with federal immigration authorities. Under an executive order signed by President Trump, jurisdictions identified as non-compliant could face cuts to federal funding."

    WELLS (WGME) -- "This week, the Wells Police Department decided to freeze its partnership with ICE.

    "The chief says it's in part because of a bill before the state legislature that would ban local police from working directly with ICE.

    "The Wells Police Department is the only known department in Maine to sign a contract with Immigration and Customs Enforcement, better known as ICE.

    "But the police chief says they never intended to arrest immigrants.

    " 'I'd like to reiterate that at no point was there ever any intent on doing proactive immigration enforcement,' Wells Police Chief Jo-Ann Putnam said.

    "The now-frozen agreement set off alarms among Wells residents and seasonal businesses that rely on young people with visas to fill summer jobs, including those from Central and South America.

    "CBS13 spoke with a young Venezuelan woman who is working in Wells on an H-2B visa. She says even though she's here legally, she doesn't like the idea of Wells police working with ICE agents.

    "Neither does Judy Pettinga.

    "The Wells Beach store owner says all this does is frighten foreign workers who are here legally."

    LEWISTON (WGME) - "The #CantonWok restaurant in Lewiston has closed its doors after its owner, #XingFengDong, was arrested by U.S. Immigration and Customs Enforcement (ICE) on May 6.

    "Dong, a 46-year-old Chinese national, is currently held without bail at the Cumberland County Jail. The records do not indicate why he was arrested.

    "Dong's brother, Xing Bi Dong, expressed confusion and concern over the arrest. Speaking through a translator, he said, 'He just hopes the government can give his brother a chance.' He described his brother as 'a hard worker, a nice person, he has two kids, and he is a good boss for this restaurant.'

    "Xing Bi Dong added that his brother was working with immigration authorities to obtain his green card and does not understand why he was taken into custody.

    " 'He doesn't understand why the government took his brother to jail and left them feeling very sad, left the kids with no father,' Xing Bi Dong said.

    "The closure of Canton Wok, which has been open on Lisbon Street for two decades, has left around eight employees, including Xing Bi Dong, out of work. The arrest has also raised concerns within Lewiston's immigrant community."

    LEWISTON, Maine (WGME) -- "A Chinese food restaurant in Lewiston has shut down, and the owner has been taken to jail in the custody of ICE.

    "According to federal records, 46-year-old #XingFengDong is being held at the Cumberland County Jail in the custody of U.S. Immigration and Customs Enforcement (ICE).

    "Dong is listed as a native of China and was taken into custody May 6.

    "According to city records, Dong operates the Canton Wok restaurant on Lisbon Street.

    "The restaurant has been open for almost 20 years, but now there is a simple 'closed' sign hanging at the entrance and no sign of any employees.

    "The last Facebook post from the restaurant was on May 1, announcing Mother’s Day specials.

    "Lewiston police said they were not notified about the arrest of Dong.

    " 'Canton Wok is a long-standing Lewiston business and this news is surprising. I’m in the process of trying to find out more information,' Lewiston Mayor Carl Sheline said.

    "It is unclear if or when the restaurant will reopen but on the restaurant’s website it says Canton Wok is permanently closed."
