Apparently there's some concern about mixing with the General Population of incarcerated. (We can't have them being corrupted and/or subject to Cruel and Unusual Punishment, of course.)
If only there were, say, for the sake of argument, an isolated, off-shore, extrajudicial, high-security, long-term facility. Perhaps as an exclave of a nearby but not-entirely-friendly-terms island country. If you git mo' of what I'm sayin', here.
Or perhaps the UK could let out Saint Helena for the purpose.
Or he could be put up in one of his own hotels. Staff quarters.

I've had an idea I cant kick, but I know I may never follow up on, so I'll just leave it here in case I come back to it.
Federated C2 - The use of federated and public ActivityPub instances to form the backbone of a decentralized and resiliant command/control protocol.
Use bot accounts on public instances across the graph to publish commands with generated tags into the federated feed. Bots then query any connected instance for these tags to retrieve latest commands.
This being said, I've yet to have an original idea, so I'd want to go hunting first to see how other people are doing it.
