Seriously, what are the downsides to this society? I bet worst case we discover that brains have hard limits to storage space and we have to specialize. Maybe a whole industry of 1 day PHD programs and mind wipes. So if you need to be a Xenobiology expert in one mission and then a Chief Engineer the next you just have to sacrifice a day to getting your mind wiped and another to filling that space with all of it.

I've always seen them marketed as "hair shears"?
At 8, my guess would be it would either take multiple poundings of the shears to get past the spinal column bones for purposes of damaging the cord barring extreme luck. Especially from the back. An initial penetration might be augmented with a whack from a modestly-heavy blunt object to push them deeper. The front of the throat would have less bone to contend with and could more readily penetrate an artery with much less strength/force requirement.
