Given how we're in this weird "#HurricaneFlorence is technically weaker, but still just as dangerous with water" place, maybe we should consider an extended Category system? Maybe like Cat 2/4/4, where the numbers represent Wind, Rainfall Potential, and Storm Surge Potential.
