Im Netz der Scammer

Scam-Fabriken — Südostasien ist zum Zentrum einer globalen Betrugsindustrie geworden, die Milliardensummen erwirtschaftet. Dahinter steht ein System, das sich auf Korruption, Gewalt und Einschüchterung stützt – von inzwischen hunderttausenden Zwangsarbeiter*innen

Kavitha Ramasamy zog nach Kambodscha auf der Suche nach einem besseren Leben. Doch der erhoffte Neuanfang entwickelt sich schnell zum Albtraum. In der Küstenstadt Sihanoukville gerät die 21-jährige Inderin in die Hände eines kriminellen Netzwerks – und wird zur Arbeit in einer sogenannten Scam-Fabrik gezwungen. Ihre Aufgabe: Menschen online um ihr Geld betrügen. Das Arbeitsumfeld ist brutal. “Ich habe gesehen, wie auf einen der anderen Arbeiter geschossen wurde, weil er sich nicht an die Regeln hielt”, erzählt sie am Tag ihrer Flucht. “In dem Moment wurde mir klar, dass ich hier so schnell wie möglich weg muss.”

Ramasamy heißt eigentlich anders. Sie will ihre Geschichte nur unter einem Pseudonym erzählen. Denn vor den Personen, denen sie in Kambodscha ausgeliefert war, fürchtet sie sich noch immer. Ihre Angst ist nicht unbegründet. Gewalt ist in Südostasiens Online-Betrugsindustrie Teil eines Systems, das sich auf Menschenhandel, Einschüchterung und Korruption stützt. Dahinter steht eine milliardenschwere Verbrechensmaschinerie, die sich in Ländern wie Kambodscha, Myanmar und Laos ausgebreitet hat und weltweit nach Opfern sucht.

Zwischen hunderten Betonruinen

Sihanoukville, wo Ramasamy wochenlang festgehalten wurde, gilt als ein Zentrum der lukrativen Betrugsökonomie. Der einstige Badeort am Golf von Thailand wirkt wie eine Mischung aus Las Vegas und Geisterstadt. Hunderte Betonruinen ragen in den Himmel – unfertige Hochhäuser, deren Bau infolge der Corona-Pandemie zum Stillstand kam. Dazwischen blinken die grellen Leuchtreklamen Dutzender Spielhallen, die sich vor allem an chinesische Kundschaft richten. Im Kasino Jin Bei, einem der bekanntesten der Stadt, glänzen Marmorwände und goldene Stühle. Lächelnde Croupiers – meist junge Frauen – winken freundlich heran, zum Spiel am Baccarat-Tisch. Mindesteinsatz: 300 US-Dollar.

Die glitzernde Spielwelt hat aber eine dunkle Seite. Laut der Menschenrechtsorganisation Amnesty International ist der Kasinokomplex, der sich an einer der Hauptstraßen Sihanoukvilles befindet, auch eine Heimat eines lokalen Scam-Syndikats: Die nach außen abgeschirmten Räume hinter dem öffentlich zugänglichen Bereich wurden demnach in den vergangenen Jahren für Online-Betrug genutzt – und werden es womöglich noch immer. Auch die US-Justiz berichtet von einer Scam-Einrichtung in dem streng bewachten Jin-Bei-Komplex, von wo aus unter anderem US-Staatsbürger ins Visier genommen worden seien.

Die mutmaßliche Betrugsanlage ist eines von vielen bekannten Scam-Zentren in der Stadt – und Teil eines Verbrechensapparats, der in den Ländern der Region enorme Ausmaße angenommen hat. Beobachter gehen davon aus, dass in den Scam-Einrichtungen in Kambodscha, Myanmar und Laos insgesamt inzwischen mehrere Hunderttausend Menschen tätig sind.

Unter falschen Angaben angelockt

Ihre Arbeit folgt in der Regel einem simplen Muster: Sie kontaktieren Internetnutzer rund um den Globus und versuchen über Chatnachrichten, deren Vertrauen zu gewinnen. Mal inszenieren sie dafür eine virtuelle Liebesbeziehung, mal präsentieren sie sich als Investmentexperten, die auf vermeintlich gewinnbringende Anlagemöglichkeiten hinweisen. Am Ende geht es immer darum, die Kontaktpersonen dazu zu bringen, Geld zu überweisen. Das Modell ist offenbar hochprofitabel: Das UN-Büro zur Verbrechensbekämpfung UNODC geht von jährlichen Einnahmen der Hintermänner zwischen 27 und 37 Milliarden US-Dollar aus. Andere Studien beziffern die Jahresumsätze von Südostasiens Online-Scammern auf bis zu 75 Milliarden US-Dollar.

Besonders häufig werden Menschen aus Amerika, Europa und Ostasien um ihr Geld gebracht. Doch sie sind nicht die einzigen Opfer des Verbrechens. Auch die Online-Betrüger sind vielfach selbst Geschädigte – Opfer von Menschenhändlern, die sie unter falschen Angaben in die Scam-Fabriken locken und anschließend zum Betrug wie am Fließband zwingen. Amnesty International dokumentiert in einem im Juni veröffentlichten Bericht mehr als 50 Scam-Zentren allein in Kambodscha, in denen es zu erheblichen Menschenrechtsverletzungen gekommen sei – darunter Zwangsarbeit, Freiheitsberaubung und Folter. Auch in dem Jin-Bei-Komplex sind laut der Organisation mehrere Menschen gegen ihren Willen festgehalten und zum Online-Betrug gezwungen worden.

Zu denen, die unfreiwillig Teil der Betrugsmaschinerie wurden, gehört auch Ramasamy. Die junge Inderin, die aus dem Bundesstaat Tamil Nadu stammt, erzählt, sie sei auf Empfehlung eines alten Schulfreundes nach Sihanoukville gereist. Dort könne sie in einem gut bezahlten Vertriebsjob arbeiten, habe er ihr versprochen. Ihr Arbeitgeber bezahlte das Flugticket und holte sie am Flughafen ab. Am ersten Arbeitstag wurde ihr klar, was sie wirklich verkaufen sollte: einen Schwindel. Sie erhielt eine Liste mit Personen, die sie kontaktieren sollte – und ein Drehbuch für die Gespräche. “Wir versprachen den Leuten, ihr Geld zu verdoppeln, wenn sie es bei uns investierten”, sagt sie. “Und wenn sie später ihr Geld zurückhaben wollten, haben wir sie einfach blockiert.”

Auch Ramasamy wurde mit Geld gelockt. Von 800 Dollar Grundgehalt und 3 Prozent Provision auf alle eingeworbenen Gelder sei die Rede gewesen. “Mir war aber sofort klar, dass ich das nicht will”, sagt sie. “Ich wollte einen echten Job, der gut für meinen Lebenslauf ist und meiner Karriere hilft – und nicht Teil einer illegalen Betrugsoperation sein.” Kündigen konnte sie trotzdem nicht. Zwar durfte sie die Anlage verlassen und sich in Sihanoukville frei bewegen, doch die Rückkehr in ihre Heimat war unmöglich: Die Betreiber konfiszierten ihren Pass. “Sie haben von mir mehrere Tausend Dollar gefordert, um ihn zurückzugeben”, sagt Ramasamy – Geld, das sie nicht hatte.

Ramasamy wagte keinen Widerstand – die Schüsse auf einen ihrer Kollegen wirkten wie eine Warnung. Dem attackierten Mann sei vorgeworfen worden, er habe erbeutetes Geld auf ein privates Konto abgezweigt. “Ich weiß nicht, ob er den Vorfall überlebt hat”, sagt Ramasamy. “Ich habe ihn hinterher nie wieder gesehen.”

Folter mit Todesfolge

Gewaltexzesse in den Scam-Zentren, in einigen Fällen auch mit Todesfolge, sind Menschenrechtsaktivisten zufolge keine Seltenheit – oft als Bestrafung für Regelverstöße oder schlechte Resultate in den Betrugsaktionen. “Wir haben gerade erst einen Mann interviewt, der drei Wochen in einen dunklen Raum eingesperrt und täglich gefoltert wurde”, sagt Montse Ferrer, eine der leitenden Rechercheure bei Amnesty International in Südostasien. Zwei minderjährigen Zwillingsschwestern, mit denen sie gesprochen habe, sei mit dem Tod gedroht worden, sollten sie ihren Opfern nicht genug Geld abknöpfen. “Die beiden Jugendlichen haben in ständiger Angst gelebt”, sagt Ferrer.

Die Juristin und ihr Team haben die GPS-Koordinaten jener Scam-Zentren veröffentlicht, in denen Menschenrechtsverletzungen belegt sind. Auf dem Stadtplan von Sihanoukville taucht in fast jedem Viertel ein Punkt auf. Viele dieser Gebäude wirken bei einem Besuch wie Gefängnisse mitten in der Stadt: hohe Mauern, vergitterte Fenster, Kameras an jeder Ecke, Wachen vor den Toren. Aus den Berichten Betroffener geht hervor, dass die begrenzte Bewegungsfreiheit, die Ramasamy gewährt wurde, für andere Scam-Arbeiter selten ist. Die meisten dürfen die Betrugskomplexe nicht verlassen – sie leben dort eingesperrt, ohne Aussicht auf Entkommen.

Die Tatorte sind den Aktivisten zufolge auch den lokalen Behörden bekannt: “Die Polizei weiß genau, was dort passiert – aber sie greift nur in den seltensten Fällen ein”, sagt Ferrer. Die Menschenrechtsverstöße seien seit Jahren gut dokumentiert. “Die Regierung lässt sie aber weiter zu.”

Betrugsgeschäft im Visier der US-Justiz

Ermittlungen in den USA belegen, wie gut mutmaßliche Hintermänner der Scam-Industrie politisch vernetzt sind. Im Oktober erhob die US-Justiz Anklage gegen den aus China stammenden Unternehmer Chen Zhi – ein persönlicher Berater von Regierungschef Hun Manet. Der Vorwurf: Er habe als Betreiber von Scam-Zentren eine der größten kriminellen Organisationen Asiens aufgebaut. Der 37-Jährige ist in Kambodscha kein Unbekannter. Seine Prince Group, zu der unter anderem Einkaufszentren, Supermärkte, Hotels und eine Bank zählen, ist eines der größten Konglomerate des Landes.

Kriminelle Machenschaften waren den US-Vorwürfen zufolge aber offenbar seine einträglichste Einnahmequelle: Die US-Justiz stellte 127.271 Bitcoins aus Chens Besitz sicher, die aus seinen Onlinebetrugs- und Geldwäscheaktivitäten stammen sollen. Ihr Wert zum Zeitpunkt des Einschreitens der Ermittler: 15 Milliarden US-Dollar. Dieser Betrag entspricht rund einem Drittel von Kambodschas gesamter jährlicher Wirtschaftsleistung.

Die sichergestellte Summe ist dabei nur ein Teil der enormen Vermögenswerte, mit denen Chen und seine Komplizen den Ermittlern zufolge hantierten. Sie sollen mit den erbeuteten Geldern auch Uhren, Yachten, Privatjets, Ferienimmobilien und seltene Kunstwerke – darunter ein Picasso-Gemälde – gekauft haben. Zudem zahlten sie laut der US-Anklageschrift Bestechungsgelder an Amtsträger, “um Störungen durch Strafverfolgungsbehörden zu vermeiden”. Chen, der in Kambodscha vermutet wird, hat sich nicht zu den Vorwürfen geäußert. Sein Unternehmen war für eine Stellungnahme nicht erreichbar.

Jason Tower, Kriminalitätsexperte bei der in der Schweiz ansässigen Nichtregierungsorganisation Global Initiative, beobachtet die wachsende Macht der Online-Betrugsindustrie in Südostasien seit Jahren. “Die Drahtzieher sind in Ländern wie Kambodscha und Myanmar zu dominanten Wirtschaftsakteuren geworden und haben Beziehungen bis in die höchsten staatlichen Ebenen aufgebaut”, sagt er. Die Erlöse aus den Betrügereien flössen in Immobilien, Banken und Regierungsprojekte, wo sie gewaschen und in den legalen Wirtschaftskreislauf eingespeist würden.

Eine Wirtschaft der Extreme

Das Ergebnis ist eine Ökonomie der Extreme. In den verlassenen Rohbauten von Sihanoukville leben Familien zwischen Betonpfeilern, weil sie sich keine Wohnung leisten können. Nur wenige Meter weiter glänzen in den Schaufenstern eines Autohauses grellgrüne Lamborghinis und schwarze Maybach-Limousinen – Symbole eines Reichtums, der aus dem Schatten kommt.

In Myanmar befeuern die Einnahmen aus den Online-Betrugszentren den Bürgerkrieg, der nach dem Militärputsch von 2021 ausbrach. Sowohl Rebellengruppen als auch mit der Junta verbundene Milizen sollen Scam-Fabriken in großem Stil betreiben und damit ihre Kämpfe finanzieren.

Doch die Militärführung reagiert zumindest vordergründig auf den wachsenden Druck aus China und Thailand, etwas gegen die kriminellen Machenschaften zu unternehmen. Im Oktober begann sie einen Einsatz gegen eines der bekanntesten Scam-Zentren – den Komplex KK Park an der thailändischen Grenze. Rund 1.500 Menschen, die dort gearbeitet hatten, flohen daraufhin über die Grenze nach Thailand.

Scam-Industrie-Experte Tower glaubt aber nicht, dass hinter dem Schritt ein ernsthafter Versuch steckt, die Betrugswirtschaft zu zerschlagen. Während gegen KK Park vorgegangen werde, blieben Dutzende weitere Scam-Zentren unberührt, sagt er. “Wir können ziemlich sicher sein, dass wir gerade nur eine neue Vorstellung des politischen Theaters erleben, das zu keiner echten Veränderung führt.” Tower glaubt jedoch, dass ein entschlossener Einsatz der internationalen Gemeinschaft einen Wandel bewirken könne. Er verweist auf die Sicherstellung der milliardenschweren Scam-Erträge durch die USA, die dabei auch mit britischen Behörden kooperierten. “Wenn solche koordinierten Aktionen künftig verstärkt stattfinden, wird diese Form des Betrugs sehr viel schwerer aufrechtzuerhalten sein”, sagt er.

Gelegenheit zur Flucht

In Kambodscha wirkt es indes derzeit nicht so, als müsste der mutmaßliche Scam-Zentrenbetreiber Chen eine Verfolgung durch die Behörden fürchten. Das Innenministerium in Phnom Penh teilte mit Blick auf den Fall zwar mit, man schütze niemanden, der gegen das Gesetz verstoße. Ein Sprecher betonte jedoch, dass die kambodschanische Regierung dem umstrittenen Unternehmer kein Fehlverhalten vorwerfe.

Für die Arbeiter in den Betrugsfabriken, die dort gegen ihren Willen festgehalten werden, bedeutet die abwartende Haltung der Regierung, dass sie sich kaum auf Hilfe durch die Behörden verlassen können. Die Inderin Ramasamy wusste, dass sie auf sich allein gestellt war. Sie gab bei ihren Vorgesetzten vor, sie brauche ihren Pass, um in Kambodscha ein lokales Konto zu eröffnen. Nach wochenlangem Warten bekam sie das Dokument schließlich für diesen Zweck ausgehändigt – und nutzte die Gelegenheit zur Flucht. “Ich habe fast alles, was ich besitze, zurückgelassen”, sagt sie. Mit ihrem Koffer aus dem Gebäude zu kommen, wäre den Sicherheitskräften sofort aufgefallen.

Mit ihrem letzten Geld – statt der versprochenen, vergleichsweise hohen Einkünfte hatte Ramasamy nach 51 Tagen Arbeit gerade einmal 400 Dollar erhalten – bezahlte sie ein Taxi zum Flughafen in Phnom Penh. Ein Cousin buchte für sie ein Flugticket via Bangkok zurück in ihre Heimat. An Bord des Air-Asia-Flugs 607, der sie in die Freiheit bringt, zeigt sie sich erschüttert über ihre Erlebnisse der vergangenen Wochen. “Ich schäme mich für das, was ich getan habe – und auch dafür, dass ich jetzt mit Nichts nach Hause zurückkehre”, sagt sie. Was sie nun mit ihrem Leben anfangen solle, wisse sie nicht, sagt sie. Gewissheit habe sie nur in einer Sache: “Nach Kambodscha fliege ich nie wieder.”
