Use enforcement methods to control effects, not require systemic design to affect causes.
Use police to control effects of poverty, not design the economy to distribute wealth to eliminate poverty.
Attempt carbon capture instead of stopping emissions.
Build militaries instead of structures for peace.
Top-down power, not bottom-up cooperation
