So, we occasionally have some mice in the house (even though we have a cat). I've worked on plugging up holes, but some still get through. Rather than use poison, I trap them in Have-A-Heart traps, then release them miles away in rural areas. It's more work than just leaving out poison, but it keeps birds of prey (and our kitty) safe from being poisoned.

I remember! I remember and ponder "battles won". Social progress is mostly full of two steps forward and one slip back. I am lucky and privileged. Reading and learning about social progress is heartening.

How about if these business owners remember that these "homeless" ARE THEM! It's their former neighbours, grocers, teachers, children - and their current community members and fellow human beings.
Homeless people are fucking people! They need somewhere to not freeze to death, just like you demand, in your vacant hotel.
