Als langjähriger Vizepräsident unter der US-Regierung von George W. #Bush war er einer der Hauptarchitekten des Angriffskriegs der #USA und ihrer Verbündeten auf den Irak ab 2003. Er war somit einer der Hauptverantwortlichen für den Tod von ca 500.000 Menschen im Irak und die schweren Zerstörungen, die die gesamte Region erlitten hatte und die über Jahre unter den Folgen zu leiden hatte (unter anderem der Aufstieg des islamfsschistischen "IS") und noch immer hat. Als ehemaliger Manager und Lobbyist des US-Ölkonzerns #Halliburton kann er auch als skrupelloser Kriegsprofiteur bezeichnet werden.
Auch für die Einrichtung von Folterlagern wie Guantanamo und Geheimgefängnisse war er zusammen mit der Bush-Regierung verantwortlich. Diese Lager und Praktiken wurden aber auch unter den Nachfolgeregierungen der USA weitergeführt.
Zudem bereitete er mit dem "Patriot Act" der zunehmenden inneren Autoritarisierung der USA und der Ausweitung und Normalisierung von Massenüberwachung den Weg.
