I hit a paywall trying to get to the content, but I mostly agree with the quote for as far as it goes.
The ethical frameworks I keep seeing go by are very static and checklisty, which violates my personal expectation that ethics be a living, breathing part of process and that there be no finite list, but rather an ongoing responsibility to ask hard questions. If someone has a counterexample to offer, let me know.
Certifying people as ethical is not something done during hiring and then ignored thereafter. Humans, who are able to reason much better than AI, are regularly trained and told that it's their responsibility to notice unethical behavior creeping in dynamically. That's not the approach to AI.
Companies want to be able to certify the AI hurdle is done with and that ongoing use will, almost by definition, be ethical, without need for further reflection, growth, or personal responsibility (whatever any of those might mean) on the part of the AI agent.
I'm also not seeing really any credible attention paid to the Climate footprint of AI. People try to modularize it away by talking about green data centers, but no matter how you cut it massive energy and fresh water are used now that we don't really have available as surplus. Use of such world resources cannot be ethically siloed at this time, pronouncing some non-critical uses green well no green alternative is available for other and more critical uses.
To me, ethics is everything about self-restraint, looking at something that is legal and saying "yeah, but maybe it's a bad idea anyway". Too much of ethics in AI smells to ke of wgat some call "business ethics", though I prefer to call it "compliance". Compliance seems to me not about self-restraint at all, but the opposite: having something you're determined to do and getting a bunch of lawyers to construct a case for why it should be legal.
Companies hiring people to do compliance feel to me like they're predisposed to think they should go ahead, and are just trying to smooth over obstacles. They likely hire people who can get them a "yes". That is not recognizably ethics to me. They don't ever seem prepared for a "no". Businesses don't really ever want "no", I feel. Self-restraint is not typically an emergent property of such a system, I think.
But I am not a career or credentialed ethicist, whatever that might mean. I'm just a guy who's thought hard about this over a lifetime and has a lot of opinions. I guess that means people can safely ignore me?
