Your interpretation seems to be that almost everybody who sent their vote to Golos voted for Tsikhanouskaya, so she must have got at least 20% of the vote.

This is a reasonable guess. It's unlikely that equally many Łukaszenko and Tsikhanouskaya supporters submitted photos to Golos.
