  1. Philippines Supreme Court Upholds Law Granting VAT Refund To Foreign Tourists

    Remember the law granting value-added tax refund (VAT refund) to foreign tourists signed a few years ago? That law was challenged and recently the Supreme Court of the Philippines upheld the constitutionality of Republic Act 12079 (the act creating a VAT refund mechanism for non-resident tourists), according to a news report by GMA News.

    The Supreme Court (SC) has upheld the constitutionality of a law that grants value-added tax (VAT) refunds on select local purchases by non-resident foreign tourists.

    In a 30-page decision, the SC En Banc dismissed a petition challenging the validity of Republic Act 12079, or an act creating a VAT refund mechanism for non-resident tourists, adding Section 112-A to the National Internal Revenue Code.

    Granting VAT refund to foreign tourists was not arbitrarily done. It is a policy decision based on legitimate state interests, i.e. the need to remain competitive as a global tourist destination,” the SC said.

    “In fine, foreign tourists may be granted privileges and benefits that are not extended to Filipino citizens, so as long as these distinctions are based on reasonable and justifiable classifications, as in here,” it added.

    According to the SC, the VAT refund applies to goods brought from duly accredited stores and taken out of the country within 60 days from purchase. The goods must be priced at least P3,000 per transaction.

    Meanwhile, the SC said Section 5 of the law’s implementing rules and regulations limit the refund to retail and tangible goods, including clothing, apparel, electronics, gadgets, jewelry, accessories, souvenirs, food or non-food consumables, and other items intended for personal use.

    The petitioner, however, argued that the law violates the constitutional guarantee of equal protection as it excludes Filipino citizens.

    For its part, the SC said equal protection does not require identical treatment for all persons.

    It said the act also distinguishes foreign tourists from Filipino citizens.

    According to the SC, the VAT refund system follows the basic rule of VAT that goods are taxed where they are consumed. If the goods are consumed in the Philippines, they remain subject to Philippine VAT.

    Meanwhile, the SC added that VAT refund for foreign tourists is a well-established international practice.

    The Philippines is among the last few countries in Asia to adopt such a system. Our Asian neighbors, Indonesia, Malaysia, Singapore, Thailand, Vietnam, China, and Japan have long implemented this VAT refund mechanism for foreign tourists,” it said.

  3. BPI Customers Can Withdraw And Deposit Cash At Grocery, Convenience Stores And Other Commercial Joints

    Customers of Bank of the Philippine Islands (BPI) are able to withdraw and deposit cash at grocery, convenience stores and other commercial joints thanks to the a newly launched campaign between the bank and over a thousand partner stores, according to a news report by GMA News.

    The Bank of the Philippine Islands (BPI) on Wednesday launched its “Himala” campaign, allowing customers to withdraw and deposit cash at 1,369 partner stores, including grocery and convenience stores.

    The service effectively turns participating outlets into “mini BPI branches,” enabling customers to complete cash transactions without visiting a physical bank branch.

    The partner network includes Robinsons Retail Holdings Inc. (RRHI) stores such as Robinsons Easymart, Robinsons Supermarket, Shopwise, The Marketplace, Robinsons Department Store, Toys “R” Us, and Uncle John’s.

    The service is also available at non-RRHI outlets, including Amesco, Fitmart GenSan, CVM Pawnshop, Falcor Marketing, Prince Retail, Prince Warehouse, Rodamel Drugstore, Savers Depot, Tacurong Fit Mart Inc., and Tambunting Pawnshop.

    Customers can generate a barcode through the BPI app for cash deposits and withdrawals, then present it at any participating store for processing. They may also send the barcode to another person, who can use it to deposit or withdraw cash at a partner outlet.

    Customers may deposit or withdraw a minimum of P100 through the partner network. Deposits are limited to P10,000 per barcode and P50,000 per day, while withdrawals are capped at P10,000.

    Select services, including account opening and applications for BPI products, are also available through the bank’s network of 8,000 retail partners, which includes pharmacies and gas stations nationwide.

    According to BPI Agency Banking head Rally Jereza, the Ayala-led lender is in talks to onboard more partner stores, with the goal of expanding the network to 10,000 outlets within the year.

    “For now, I’m satisfied with 8,000 because we want to encourage people to use [the service]. But in terms of expanding, with existing BPI clients, corporate clients… it’s easy to expand. Right now, we just want to be able to maximize all of those footprints,” he said.

    Jereza said the initiative also supports BPI’s “May BPI Dito” campaign, which aims to make the bank’s services available in as many locations as possible.

    “What began in 2023 as product application points has evolved into a fully integrated banking ecosystem. Every phase—from enabling transactions on tablets to barcode withdrawals and now barcode deposits—was built to ensure safety, simplicity, and trust,” he said.

    “This is not just expansion; it is a redefinition of what a bank can be in the digital age,” he added.

    BPI said it has onboarded more than one million new-to-bank customers through its agency banking network and aims to increase the figure to 10 million.

    After his arrest in the Philippines, the US Department of Justice announced Saturday (Manila time) the capture of one of the most wanted fraudsters of the Federal Bureau of Investigation (FBI).

    Fugitive Herbert Leon Kimble arrived in the United States after being arrested by the Philippine Bureau of Immigration’s Fugitive Search Unit at a casino in Pasig City.

    According to the US DOJ, immigration agents spent several months tracking Kimble’s whereabouts before finally apprehending him.

    FBI records show that on April 4, 2019, Kimble pleaded guilty in the US District Court for the District of South Carolina, Columbia Division, to conspiracy charges related to defrauding the United States, making false claims to a federal agency, mail fraud, wire fraud, healthcare fraud, and offering kickbacks and bribes in connection with the scheme. However, Kimble failed to appear for his scheduled sentencing hearing on August 27, 2024. Federal authorities then issued an arrest warrant that same day after charging him with failure to appear.

    US Acting Attorney General Todd Blanche announced the arrest of Kimble, who is accused of orchestrating more than $1.2 billion in Medicare fraud—one of the largest healthcare fraud cases ever prosecuted in America.

    A reward of up to $150,000 had been offered for information leading to Kimble’s arrest.

    Fleeing the United States does not mean you can flee justice. Instead of facing accountability for his $1.2 billion Medicare fraud crimes in the United States, Kimble fled to the Philippines hoping to escape justice. That plan failed. Under President Trump’s leadership, the FBI has now apprehended two fraudsters from its recently unveiled Most Wanted Fraudsters list in just two weeks, with more to come,” Blanche said in a statement.

    Call centers in the Philippines – The FBI said Kimble was involved in the “improper marketing and distribution” of durable medical equipment (DME), particularly orthopedic braces.

    It said Kimble ran a “sophisticated call-center-based operation” from around 2014 to March 2019, which acted as the “marketing engine for a nationwide fraud scheme” wherein individuals contacted call centers in the Philippines, DME suppliers who served as billers, and orthopedic brace suppliers or drop shippers.

    “His operations focused primarily on initiating contact with Medicare beneficiaries and persuading them to request orthopedic braces for pain relief, which were frequently unnecessary and prescribed through telemedicine consultations that often lacked legitimate medical consultations,” the FBI said.

    The prescriptions were sold to DME companies, the designated suppliers would ship the braces, then the DME companies would bill Medicare for reimbursement, the FBI added.

    “His fraudulent healthcare enterprise resulted in more (than) $1.2 billion in Medicare charges and affected thousands of Medicare beneficiaries, many of whom were elderly victims,” the bureau said.

    Most Wanted Fraudsters list – Meanwhile, FBI Director Kash Patel thanked Philippine authorities and US law enforcement partners for their efforts in capturing Kimble.

    “Thank you to Acting Attorney General Todd Blanche and our Justice Department partners for their assistance in returning Kimble to the US to face justice. President Trump set a mandate to end the abuse of hardworking taxpayer money, and each and every day this team will be committed to delivering,” Patel said.

    A Chinese national allegedly posing as a Filipino was arrested in Sta. Rosa, Laguna, with authorities now investigating how he obtained a driver’s license from the Land Transportation Office (LTO) that was reportedly used in the deception.

    According to a report on “24 Oras Weekend” by John Consulta, the Bureau of Immigration (BI) and the National Bureau of Investigation Organized and Transnational Crime Division (NBI-OTCD) implemented a deportation order and served a warrant at a residence in a subdivision in Sta. Rosa.

    However, the target was not immediately found, and only a woman was initially encountered at the house.

    Authorities later tracked down the suspect within the subdivision, where he was reportedly cornered while jogging. He allegedly tried to evade arrest but was eventually subdued by operatives.

    NBI Director Melvin Matibag said the Chinese national was arrested for allegedly using falsified documents identifying himself as Filipino, including a Philippine-issued driver’s license.

    Authorities also recovered his Chinese passport, which remains valid until 2027, along with the LTO-issued driver’s license.

    While the surname on both documents matched, the driver’s license reportedly carried a Filipino-sounding first and middle name and listed the holder’s nationality as Filipino.

    LTO chief Asst. Sec. Markus Lacanilao said a review of records showed the foreign national applied for a driver’s license that was later used in assuming a false Filipino identity.

    The agency clarified that the document was not a conversion of a foreign driver’s license.

    “This is not a conversion of a license. A foreign-issued license converted into a Philippine license—that is not the case,” he said.

    Records also showed that the suspect first applied for a driver’s license in 2010 and renewed it in 2018 in Bulacan, where his nationality was listed as Filipino.

    They use Filipino names. They try to hide by pretending to be Filipino-Chinese, but they are actually Chinese nationals posing as Filipinos,” Lacanilao said.

    The arrested foreign national is currently detained at the Bureau of Immigration detention facility. He has yet to issue a statement and is reportedly filing an appeal before the Department of Justice.

    Authorities said a deeper investigation is ongoing, including a review of other documents that may have been issued to the suspect, and the possible cancellation of his driver’s license.

    (Revocation) is automatic. We will cancel his driver’s license, and the places where it was issued must also be investigated,” he said.

    Lacanilao also warned that such documents may be used for acquiring properties, vehicles, and other fraudulent activities. Matibag said this scheme also poses national security concerns.

  11. Philippines’ Bid For United Nations Security Council Seat Rejected

    The Philippines, which previously supported the creation of a Palestinian state and discussed cooperation with the Islamic terrorist regime of Iran, badly lost in its bid for a non-permanent seat in the United Nations Security Council (UNSC) as only forty-nine nations voted for them, according to a news report by GMA News. One hundred and forty-two other nations chose Kyrgyzstan over the Philippines during the fourth round of voting.

    It should be recalled that no less than Philippine President Ferdinand “Bongbong” Marcos, Jr., himself told the United Nations General Assembly (UNGA) last March that the Philippines is a voice for principled peace and expressed confidence that the nation has an advantage in its bid for a UNSC non-permanent seat.

    The Philippines failed in its bid to attain a seat in the United Nations Security Council (UNSC) as a non-permanent member.

    Zimbabwe, Austria, Portugal, Trinidad and Tobago, and Kyrgyzstan were named new members of the UNSC, which can issue legally binding resolutions that may include military action, economic sanctions, and deployment of peacekeeping operations.

    A fourth round of votes was cast for UNSC members to choose between the Philippines and Kyrgyzstan, in the Asia-Pacific Group, after they failed to reach the required two-thirds of the majority.

    Kyrgyzstan eventually achieving the necessary two-thirds majority and securing its first-ever Security Council seat by 142 votes to 49.

    The remaining 10 members are elected, with five new members joining every year. This year, one comes from the Africa Group, one from the Latin American and Caribbean Group, one from the Asia-Pacific Group, and two from the Western European and Others Group.

    Zimbabwe will replace Somalia and Trinidad and Tobago will replace Panama, while Portugal and Austria will replace Denmark and Greece. Kyrgyzstan will replace Pakistan.

    Bahrain, Colombia, Democratic Republic of Congo, Latvia and Liberia will continue to serve as non-permanent members of the Security Council until the end of 2027.

    The Permanent Members are: China, France, Russia, the United Kingdom, and the United States.

    The rest of the non-permanent members are: Bahrain, Colombia, Democratic Republic of the Congo, Latvia, and Liberia.

    Last March, President Ferdinand Marcos Jr. made a personal pitch for the Philippines’ candidacy for a non-permanent seat on the United Nations (UN) Security Council, saying the country is ready to contribute as a voice of balance among the world’s nations and as a “voice for principled peace.”

    Marcos Jr. expressed confidence that the Philippines has an advantage in its bid for a non-permanent seat on the United Nations Security Council.

    As a concerned citizen, I do not like what the Philippines did at the wicked United Nations and on other international affairs. Apart from supporting the creation of a Palestinian state, their diplomats formalized a mechanism to boost bilateral cooperation with the Palestinians (which practices apartheid). When the ASEAN Summit was hosted in Cebu province, the Philippines acted as if it was a highly credible player on global diplomacy (click here and here). The Philippines deplored Israel’s strike on Qatar which made them look like they were defending the Hamas terrorists in Doha.

    The loss at the UN is the latest setback for the Philippines and 2026 has been a pretty bad year so far. Apart from diplomacy, the Philippines is experiencing weakening economic growth, rapid inflation and it remains very vulnerable on energy as it imports most of its oil from the Middle East. The warning signs about the national economy are only growing.

    In a public briefing, Israel Ambassador to the Philippines Dana Kursh said Department of Trade and Industry Secretary Cristina Roque and Israel Minister of Economy Nir Barkat began talks of a free trade agreement.

    They declared together that starting negotiating on having a free trade agreement. So this ecosystem with the overall strategic plan of having a free trade agreement and specific MOUs (memorandum of understanding) when it comes to minerals and other AI solutions and alongside cybersecurity,” Kursh said.

    She did not further elaborate on the details, as negotiations are still ongoing, but assured that updates would be provided in June.

    Kursh also said minerals like nickel and bronze could be beneficial in the construction of the 4,000-acre industrial hub in the Luzon Economic Corridor (LEC) that the Philippines and the United States plan to build.

    These are critical minerals that can be used [in the Pax Silica initiative],” the ambassador said.

    AI and other solutions are not just buzzwords. They are real opportunities that we have to seize and we have to seize them together,” she added.

    The LEC is expected to be the first of its kind, serving as a new model for AI-native investment hubs under the Pax Silica initiative, a US-led effort to build a network of allied supply chains for critical technologies and minerals.

    The Philippines and Israel are working to strengthen collaboration in critical mineral processing and artificial intelligence (AI) as part of the two countries’ broader efforts to deepen economic and technological cooperation.

    In a public briefing, Israel Ambassador to the Philippines Dana Kursh said Department of Trade and Industry Secretary Cristina Roque and Israel Minister of Economy Nir Barkat began talks of a free trade agreement.

    They declared together that starting negotiating on having a free trade agreement. So this ecosystem with the overall strategic plan of having a free trade agreement and specific MOUs (memorandum of understanding) when it comes to minerals and other AI solutions and alongside cybersecurity,” Kursh said.

    She did not further elaborate on the details, as negotiations are still ongoing, but assured that updates would be provided in June.

    Kursh also said minerals like nickel and bronze could be beneficial in the construction of the 4,000-acre industrial hub in the Luzon Economic Corridor (LEC) that the Philippines and the United States plan to build.

    These are critical minerals that can be used [in the Pax Silica initiative],” the ambassador said.

    AI and other solutions are not just buzzwords. They are real opportunities that we have to seize and we have to seize them together,” she added.

    The LEC is expected to be the first of its kind, serving as a new model for AI-native investment hubs under the Pax Silica initiative, a US-led effort to build a network of allied supply chains for critical technologies and minerals.

    In his meeting with leaders of Japan’s largest conglomerates and financial institutions, Marcos bagged an aggregate investment commitment of $3.4 billion (approximately P210 billion) from participating Japanese corporations.

    In a statement, the Presidential Communications Office (PCO) said these combined capital inflows are “projected to catalyze substantive macroeconomic benefits, expanding domestic industrial capacity and directly generating thousands of high-quality, specialized jobs for Filipinos.”

    With the sharp spikes on fuel prices caused by the war in the Middle East, the inflation rate of the Philippines jumped to 4.1% for the month of March 2026, according to a news report by GMA Network.

    Inflation rate sped up in March driven by the series of hikes in the retail prices of petroleum products due to the ongoing war in the Middle East, the Philippine Statistics Authority (PSA) reported on Tuesday.

    At a press briefing, National Statistician and PSA chief Claire Dennis Mapa said inflation — the rate of increase in the prices of goods and services — accelerated to 4.1% last month from 2.4% in February 2026 and 1.8% in March 2025.

    This was the quickest inflation rate since the 4.4% in July 2024.

    Year-to-date inflation rate stood at 2.8%, still within the government’s 2% to 4% ceiling.

    Mapa said the main culprit from the higher inflation print was Transport index which saw an inflation rate of 9.9%, a reversal from 0.3% decline month-on-month, and a 54.8% share to the overall uptrend.

    “Ang nag-ambag sa mas mataas na antas ng inflation ng Transport nitong Marso 2026 ay ang pagtaas ng presyo mula sa pagbaba ng presyo noong Pebrero 2026 ng mga gasolina at diesel,” he said.

    (The main contributor to the higher Transport inflation in March 2026 was the increase in the prices of gasoline and diesel from a decline seen in February 2026.)

    In particular, inflation for gasoline soared to 27.3% last month from -5.7% in February while diesel’s inflation rose to 59.5% from -1.3% a month prior.

    The global oil price shock amid the continuing US-Israel versus Iran conflict has caused petroleum pump prices in the country to jack up to historic highs in March.

    Also contributing to inflation acceleration in March was the Food and Non-Alcoholic Beverages index which climbed to 3% from 1.8% in February with an overall share of 26.9% to the uptrend, driven by cereals (such as rice) growing 3.7% from -1.3% in the prior month.

    The inflation for Housing, Water, Gas and Other Fuels index likewise increased to 4.5% from 3.5% month-on-month with a share of 12.7% on the back of increments across electricity (9.2% from 6.7%), LPG (2.2% from -2.2%), and rentals (3.2% from 3%).

    Inflation felt by the bottom 30% income households clocked in at 4.2% from 2.5% in February, bringing its first quarter average to 2.8%.

    The inflation for the bottom 30% income class was brought about by the 3.9% growth in Food and Non-Alcoholic Beverages as well as Transport which posted a 7.2% from a contraction of 0.6% in the previous month.

    Inflation rate sped up in March driven by the series of hikes in the retail prices of petroleum products due to the ongoing war in the Middle East, the Philippine Statistics Authority (PSA) reported on Tuesday.

    At a press briefing, National Statistician and PSA chief Claire Dennis Mapa said inflation — the rate of increase in the prices of goods and services — accelerated to 4.1% last month from 2.4% in February 2026 and 1.8% in March 2025.

    This was the quickest inflation rate since the 4.4% in July 2024.

    Year-to-date inflation rate stood at 2.8%, still within the government’s 2% to 4% ceiling.

    Mapa said the main culprit from the higher inflation print was Transport index which saw an inflation rate of 9.9%, a reversal from 0.3% decline month-on-month, and a 54.8% share to the overall uptrend.

    “Ang nag-ambag sa mas mataas na antas ng inflation ng Transport nitong Marso 2026 ay ang pagtaas ng presyo mula sa pagbaba ng presyo noong Pebrero 2026 ng mga gasolina at diesel,” he said.

    (The main contributor to the higher Transport inflation in March 2026 was the increase in the prices of gasoline and diesel from a decline seen in February 2026.)

    In particular, inflation for gasoline soared to 27.3% last month from -5.7% in February while diesel’s inflation rose to 59.5% from -1.3% a month prior.

    The global oil price shock amid the continuing US-Israel versus Iran conflict has caused petroleum pump prices in the country to jack up to historic highs in March.

    Also contributing to inflation acceleration in March was the Food and Non-Alcoholic Beverages index which climbed to 3% from 1.8% in February with an overall share of 26.9% to the uptrend, driven by cereals (such as rice) growing 3.7% from -1.3% in the prior month.

    The inflation for Housing, Water, Gas and Other Fuels index likewise increased to 4.5% from 3.5% month-on-month with a share of 12.7% on the back of increments across electricity (9.2% from 6.7%), LPG (2.2% from -2.2%), and rentals (3.2% from 3%).

    Inflation felt by the bottom 30% income households clocked in at 4.2% from 2.5% in February, bringing its first quarter average to 2.8%.

    The inflation for the bottom 30% income class was brought about by the 3.9% growth in Food and Non-Alcoholic Beverages as well as Transport which posted a 7.2% from a contraction of 0.6% in the previous month.

    Cybersecurity in the Philippines will be enhanced as further cybersecurity partnerships and agreements between Israel and the Philippines are underway, according to a news report by GMA News.

    Israel is seeking to expand its cybersecurity presence in the Philippines, saying the latter is one of the most “attacked” countries in Southeast Asia.

    “One of the sectors that we identified there as very relevant and important for relationships was definitely the cybersecurity sector. I think that the cybersecurity sector, when we talk about the Israel-Philippine relationship, enjoys both the demand from the Philippine side, because we are well known for very advanced, proven cybersecurity solutions,” Israeli Economic Counsellor Ofek Venecianer said at an event in Bonifacio Global City on Thursday.

    She said further cybersecurity partnerships and agreements are now underway between Israel and the Philippines with the shared goal of improving the Philippines’ cybersecurity.

    “I think this is a great momentum that we’re trying, of course, to leverage and bring to the table more players from the Philippines side and from the Israeli side as well,” she added.

    Israeli Ambassador Dana Kursh said there was a need to improve the country’s knowledge, technologies, and capabilities due to technology’s high involvement in the war.

    “Cybersecurity is a huge and grave threat because it can impact us easily… It is something that is relevant to this war and we can learn from it and we can exchange best practices to utilize. We can be either defensive or offensive,” she said.

    Cybersecurity is the next war. It’s the war today… I don’t want cyber security or any other innovative tool to be against someone. I want it to be for something. So, we have to find ways to think together and to prepare for not the next future, but the future is now to see how we protect our citizens, both from ballistic missiles and from hackers that want to make harm for us and for the next generation of us,” she added.

    In February, the Philippine government said that it had already been making significant moves to further strengthen the country’s cyber landscape through partnerships with other countries like Japan and Canada.

    In December, a group of cybersecurity professionals also made a call to the government to bolster the country’s cybersecurity framework.

    They noted there were “long overdue” reforms needed to address vulnerabilities caused by “years of underinvestment, lack of coordination, and misplaced priorities.”

    In a message to GMA News Online, the Department of Information and Technology (DICT) said that they continue working on strengthening the Philippines’ cybersecurity, which includes cooperation with countries like Israel.

    DICT and CICC continue to partner with the Israeli Government through their embassy to find better and more advanced tools and methods to combat cyber threats. Most specially after the Middle East crisis. No less than the President directed [the] DICT to ensure that the country has a strong cyber defense posture,” said DICT Secretary Henry Aguda.
