    El momento Suez de las élites estadounidenses: un imperio sin administradores

    La justificación regulatoria de la seguridad nacional se utiliza para encubrir transferencias masivas de riqueza pública hacia corporaciones privadas (El Tábano Economista)

    Los imperios rara vez reconocen el momento exacto en que comienzan a perder el control de sí mismos. La decadencia no suele presentarse como una derrota militar espectacular ni como una crisis económica definitiva. Aparece de manera más silenciosa. Se manifiesta cuando las clases dirigentes dejan de pensar en términos de sistema y comienzan a actuar exclusivamente en función de intereses particulares. Cuando la lucha por capturar recursos desplaza la capacidad de gobernarlos. Cuando las élites dejan de ser administradoras de un orden y se convierten en competidoras dentro de él. Esa es, probablemente, la transformación más importante que atraviesa hoy Estados Unidos.

    Durante décadas, el debate sobre el poder estadounidense estuvo dominado por preguntas equivocadas. ¿Está declinando Estados Unidos? ¿Lo superará otra potencia? ¿Seguirá siendo el dólar la moneda dominante? ¿Podrá sostener su superioridad tecnológica? Estas cuestiones son relevantes, pero pasan por alto un problema más profundo. La creciente incapacidad de las élites estadounidenses para administrar el propio sistema que construyeron. La cuestión central no es la pérdida de poder. Es la pérdida de gobernanza.

    Richard Lachmann, en una obra que tratamos en el artículo anterior, “Pasajeros de primera clase en un barco que se hunde”, formuló una de las descripciones más precisas de este fenómeno. Su argumento es que las élites contemporáneas ya no cumplen la función histórica que desempeñaron las clases dominantes exitosas de otros períodos. Las élites que construyeron imperios solían actuar, al menos parcialmente, como administradoras del sistema que garantizaba sus privilegios. Invertían en instituciones, infraestructura, estabilidad política y reproducción de largo plazo. Las élites actuales, en cambio, parecen comportarse como pasajeros de primera clase que continúan disfrutando de los beneficios del viaje mientras dejan de preocuparse por el rumbo del barco.

    La metáfora resulta particularmente adecuada para describir la evolución reciente de Estados Unidos. El problema ya no es la existencia de una élite poderosa. El problema es la fragmentación de esa élite. Wall Street, Silicon Valley, el complejo militar-industrial, los gigantes energéticos, los fondos de inversión, los conglomerados mediáticos, los contratistas tecnológicos y las burocracias federales no forman un bloque coherente. Constituyen un conjunto de grupos que compiten permanentemente por influencia, recursos fiscales, subsidios, contratos públicos y acceso privilegiado al aparato estatal.

    La captura del Estado norteamericano no se parece a la caricatura clásica de un pequeño grupo conspirando detrás de puertas cerradas. Es algo mucho más complejo. Wall Street prioriza estabilidad macroeconómica, acceso a mercados emergentes y previsibilidad regulatoria; Silicon Valley busca subsidios masivos a I+D e IA, protección de propiedad intelectual y estándares tecnológicos globales compatibles con sus modelos de negocio; el complejo militar-industrial depende de contratos de defensa a largo plazo y narrativas de amenaza que justifiquen presupuestos crecientes. Las élites tecnológicas ya no buscan simplemente influir en políticas públicas, sino reconfigurar el régimen de acumulación capitalista mediante acceso directo a decisiones gubernamentales y privatización de activos públicos.

    La teoría de C. Wright Mills sobre la «élite del poder», que describió en 1956, sobre la convergencia de intereses entre las cúpulas corporativas, políticas y militares en Estados Unidos era real. Siete décadas después, esa tríada se ha expandido y sofisticado, pero también fracturado. Heather Gautney, en su revisión contemporánea de Mills, señala que “La nueva élite del poder” opera mediante mecanismos de captura regulatoria, financiamiento de campañas y rotación de personal entre sector público y privado, generando una autonomía estructural que limita la rendición de cuentas democrática. La élite sigue existiendo, pero ha perdido gran parte de su capacidad de coordinación. El desafío ya no es el exceso de cohesión. Es la ausencia de ella.

    Durante las décadas de la globalización neoliberal, el bloque financiero representado por firmas como BlackRock, Vanguard y Goldman Sachs ostentaba la hegemonía en la formulación de la política exterior estadounidense. El imperativo absoluto era la apertura de mercados, la libre movilidad de capitales y el arbitraje laboral global. Las tensiones geopolíticas se consideraban externalidades manejables a través del arbitraje diplomático.

    La Oficina de Industria y Seguridad (BIS) del Departamento de Comercio y el Consejo de Seguridad Nacional han impuesto restricciones que prohíben a los grandes fondos estadounidenses buscar rentabilidad en mercados estratégicos externos. Este vacío, dejado por la retirada parcial del capital financiero tradicional, ha dado lugar a una facción de élite sumamente agresiva que fusiona los intereses de Silicon Valley con las agencias de inteligencia y defensa. Empresas como Palantir Technologies, Anduril Industries y SpaceX ya no operan como meros proveedores tecnológicos del Estado, sino como arquitectos directos de la doctrina militar imperial.

    Este bloque promueve activamente una narrativa de emergencia existencial perpetua. Al monopolizar el desarrollo de la inteligencia artificial de frontera, el análisis algorítmico de datos a gran escala y la guerra con sistemas no tripulados, esta élite ha logrado capturar los presupuestos de defensa nacionales. Un análisis publicado en The Financial Times detalla cómo los fondos de capital riesgo tradicionales han pivotado masivamente hacia el defense tech, creando un circuito cerrado de retroalimentación. Los empresarios tecnológicos financian campañas políticas y comisiones de expertos en Washington, las cuales posteriormente dictan directrices que declaran obligatoria la adquisición de software de inteligencia artificial exclusivo de esas mismas firmas tecnológicas.

    Esta privatización y fragmentación tecnológica colisiona directamente con el complejo militar-industrial tradicional (Lockheed Martin, Raytheon, General Dynamics). El resultado es una absoluta incoherencia logística. Como ha advertido la RAND Corporation en sucesivos informes sobre la base industrial de defensa de los EE.UU., el sistema actual es incapaz de sostener guerras de alta intensidad prolongadas debido a su hiperconcentración corporativa. Décadas de fusiones permitidas por el Estado para favorecer los dividendos de los accionistas redujeron el número de contratistas principales de defensa, eliminando la redundancia productiva.

    El Estado americano gasta más en defensa que los siguientes diez países combinados, pero padece escasez crónica de munición de artillería convencional, sistemas de defensa antiaérea y capacidades de construcción naval. Las élites corporativas de defensa capturan los fondos públicos para el desarrollo de plataformas de armas hipercomplejas y prohibitivamente caras, diseñadas para maximizar los márgenes de beneficio trimestrales en lugar de asegurar la eficacia operativa sobre el terreno. El Estado imperial ha perdido la autonomía política necesaria para disciplinar a sus propios contratistas, operando como un rehén financiero de sus oligopolios de defensa.

    Lo más significativo no es que las empresas tecnológicas hayan acumulado poder. Lo verdaderamente relevante es que comenzaron a disputar espacios que históricamente pertenecían al Estado. Controlan información, infraestructuras digitales, flujos de comunicación, capacidades de inteligencia artificial y enormes volúmenes de datos. Su influencia sobre la formulación de políticas públicas creció al mismo ritmo que su importancia económica.

    Durante el segundo mandato de Donald Trump esta tendencia alcanzó una nueva etapa. La convergencia entre Silicon Valley, inteligencia artificial y complejo militar-industrial comenzó a producir una reconfiguración del mapa del poder estadounidense. Lo que está emergiendo no es una estrategia nacional de modernización tecnológica, sino una lucha feroz entre diferentes grupos empresariales para determinar quién controlará los recursos públicos asociados a esa transformación.

    La inteligencia artificial se convirtió en el equivalente contemporáneo de lo que fueron los ferrocarriles en el siglo XIX o la industria aeronáutica en el siglo XX. Un sector capaz de atraer cantidades masivas de capital público y privado. Los programas federales de investigación, los contratos de defensa, los subsidios energéticos, la construcción de centros de datos y las inversiones vinculadas a la infraestructura digital movilizan cientos de miles de millones de dólares. Informes de 2025 estiman que las demandas de gasto de capital en «infraestructura digital» alcanzarán entre 15 y 20 billones de dólares en la próxima década. La disputa por esos recursos es, en esencia, una disputa por el control del Estado.

    Cada actor justifica sus demandas en nombre de la seguridad nacional, la innovación o el interés público. Sin embargo, detrás de esos discursos aparece una realidad más simple. La competencia por subsidios, contratos y privilegios regulatorios. El resultado es paradójico. Cuanto más interviene el Estado para impulsar sectores estratégicos, más intensa se vuelve la lucha por capturarlo.

    La cuestión no es si la inteligencia artificial transformará la economía. Probablemente lo haga. La cuestión es quién administrará esa transformación y bajo qué criterios. Hasta el momento, la evidencia sugiere que las decisiones responden menos a una planificación nacional coherente que a la capacidad de distintos grupos para influir sobre el aparato estatal.

    Esta dinámica revela una diferencia fundamental entre una potencia administrada y una potencia capturada. En la primera, los subsidios y políticas industriales forman parte de una estrategia. En la segunda, se convierten en botines disputados por facciones rivales.

    Las empresas contratistas prosperaron. Los accionistas prosperaron. Los lobbies prosperaron. Sin embargo, los problemas de sobrecostos, retrasos y duplicación de programas se multiplicaron. La lógica de maximización de beneficios privados comenzó a imponerse sobre la racionalidad administrativa.

    Lo mismo puede observarse en otros sectores. Las farmacéuticas influyen sobre la regulación sanitaria. Los gigantes financieros condicionan políticas económicas. Las plataformas digitales moldean debates regulatorios. Los grupos energéticos presionan para obtener ventajas fiscales. Cada sector desarrolla mecanismos sofisticados de influencia política. Lo notable es que ninguno parece asumir responsabilidad sobre el funcionamiento general del sistema.

    Aquí emerge el verdadero significado del “momento Suez” de las élites estadounidenses. La referencia histórica suele utilizarse para describir episodios que revelan una pérdida de poder internacional. Pero en este caso la analogía apunta en otra dirección. Suez representó el instante en que las élites británicas comprendieron que ya no podían administrar el orden global como lo habían hecho anteriormente. El problema contemporáneo de Estados Unidos es aún más inquietante: sus élites ni siquiera parecen capaces de administrar sus propias relaciones internas.

    La polarización política es, en gran medida, una expresión de esta fractura. Demócratas y republicanos aparecen cada vez más como vehículos de coaliciones económicas enfrentadas. Cada cambio de administración implica una redistribución de recursos entre distintos grupos de interés. La continuidad estratégica desaparece. La planificación se vuelve extremadamente difícil. El Estado funciona crecientemente como un territorio en disputa.

    El resultado es una forma peculiar de decadencia. No se trata de una caída abrupta. No implica colapso económico ni derrota militar. Consiste en la erosión gradual de la capacidad de coordinar recursos, intereses e instituciones. Las élites estadounidenses siguen siendo excepcionalmente eficaces para generar riqueza privada. Lo que parece haberse debilitado es su capacidad para actuar como una clase dirigente. Esa diferencia es fundamental. Una oligarquía puede enriquecerse extraordinariamente sin fortalecer el sistema que la sostiene. Una clase dirigente, en cambio, comprende que su supervivencia depende de la reproducción de ese sistema.

    La nueva alianza entre Silicon Valley, la inteligencia artificial y el complejo militar-industrial no constituye necesariamente una solución a este problema. No representa el surgimiento de una nueva élite capaz de reorganizar el sistema. Representa la incorporación de nuevos actores a una competencia cada vez más intensa por controlar subsidios, regulaciones y recursos estatales.

    Las implicaciones de un imperio cuyos administradores han perdido la coherencia estratégica se extienden en forma de ondas de choque a través de toda la arquitectura del sistema-mundo contemporáneo. El riesgo principal ya no es la sustitución pacífica de un centro hegemónico por otro, sino una prolongada fase de anarquía geopolítica y fragmentación institucional.

    Como detalla el ensayo de la Texas National Security Review (TNSR), el impacto de la inoperancia estadounidense en sus alianzas es corrosivo. Países que han delegado históricamente su seguridad estratégica en el paraguas nuclear y militar de Washington se ven obligados a reconsiderar sus opciones de supervivencia. En Europa, la fractura interna de las élites ante la volatilidad de la administración Trump acelera una división interna entre facciones atlantistas tradicionales y aquellas que abogan por una «autonomía estratégica» acelerada de corte proteccionista.

    Cuando esa capacidad desaparece, la hegemonía no se derrumba de un día para otro. Continúa funcionando gracias a la enorme inercia acumulada durante décadas. Pero comienza a perder algo mucho más importante que el poder, la capacidad de darle dirección.

    Ese puede ser el verdadero momento Suez de las élites estadounidenses. No el instante en que descubren que otro actor es más fuerte. Sino el momento en que toman conciencia de que ya no saben gobernar el poder que poseen.

  14. Profits of War: Top Beneficiaries of Pentagon Spending, 2020 – 2024
    Despite the United States withdrawal from Afghanistan in 2021 and the scaling back of the “War on Terror,” Pentagon spending and contractor revenues have continued at extremely high levels, due in large part to the military’s focus on China as the new national security challenge. The U.S. arms industry has also profited enormously from the surge in foreign arms sales tied to the wars in Ukraine and Gaza.

    From 2020 to 2024, the last five-year period for which full statistics are available, private firms have received $2.4 trillion in contracts from the Pentagon, approximately 54% of the department’s discretionary spending of $4.4 trillion over that period.
    During those five years, $771 billion in Pentagon contracts went to just five firms: Lockheed Martin ($313 billion), RTX (formerly Raytheon, $145 billion), Boeing ($115 billion), General Dynamics ($116 billion), and Northrop Grumman ($81 billion).
    By comparison, the total diplomacy, development, and humanitarian aid budget, excluding military aid, was $356 billion. In other words, the U.S. government invested over twice as much money in five weapons companies as in diplomacy and international assistance.

    Record arms transfers have further boosted the bottom lines of weapons firms. These companies have benefited from tens of billions of dollars in military aid to Israel and Ukraine, paid for by U.S. taxpayers. U.S. military aid to Israel was over $18 billion in just the first year following October 2023; military aid to Ukraine totals $65 billion since the Russian invasion in 2022 through 2025.

    Additionally, a surge in foreign-funded arms sales to European allies, paid for by the recipient nations − over $170 billion in 2023 and 2024 alone − have provided additional revenue to arms contractors over and above the funds they receive directly from the Pentagon.

    This year’s military budget will continue to deliver a windfall to military contractors. Recently-enacted legislation pushes annual U.S. military spending beyond the $1 trillion mark.

    The trends of the past five years follow a major increase in Pentagon spending over time. Annual U.S. military spending has grown significantly this century. The Pentagon’s discretionary budget — the annual funding approved by Congress and the large majority of its overall budget — rose from $507 billion in 2000 to $843 billion in 2025 (in constant 2025 dollars), a 66% increase.
    Including military spending outside the Pentagon — primarily nuclear weapons programs at the Department of Energy, counterterrorism operations at the Federal Bureau of Investigation (FBI), and other military activities officially classified under “Budget Function 050” — total military spending grew from $531 billion in 2000 to $899 billion in 2025, a 69% increase. Legislation passed in early July 2025 adds $156 billion to this year’s total, pushing the 2025 military budget to $1.06 trillion. After taking into account this supplemental funding, the U.S. military budget has nearly doubled this century, increasing 99% since 2000.

    The shape of what President Eisenhower called the “military-industrial complex” is shifting as military technology companies are being awarded an increasing share of the Pentagon budget and gaining political power. The military-industrial complex involves the collaboration of the uniformed military and the arms industry in promoting spending that serves their bureaucratic interests and corporate bottom lines, often independently of or in contradiction to considerations of America’s actual security needs. Today, the tools of influence used by the arms industry are consistent — lobbying, millions in campaign donations, the revolving door, and others — but they are also expanding. One of the latest trends, for instance, is that Pentagon officials are now going on to work for venture capital firms investing in new military tech.

    What remains the most important issue is whether U.S. national defense strategy is aligned with the actual security environment the U.S. faces. The current cover-the-globe strategy, which stresses a quest for military dominance and the ability to intervene anywhere on the globe in short order — has not served the U.S. well in this century. The question is whether the U.S. can have a reasoned national debate on a new defense strategy that is not distorted by the influence of the wealthy weapons sector.

    System jest rezultatem współpracy dwóch firm: General Dynamics Land Systems, który dostarczył 10-tonową, gąsienicową platformę autonomiczną (TRX), oraz Epirus, który opracował samą broń mikrofalową Leonidas. W rezultacie powstał bezzałogowy, zdalnie sterowany lub w pełni autonomiczny „czołg”, zdolny do poruszania się w trudnym terenie i ochrony wojsk przed atakami z powietrza.
