  2. Austrailia's early 2000s experiment with a #SharedServices organization is super interesting.

    Super impressed that they actually checked that their #centralization effort was delivering on it's claims.... and it wasn't.

    The original business case was "fundamentally flawed" and has "resulted in a total cost to the State of $473 million" instead of the expected savings of $68 million/year.

    * 91 per cent of sampled agencies comment that service delivery has deteriorated upon transitioning to shared
    services.
    * Over 80 per cent of the sampled agencies reported that processing timeframes have worsened
    * rolling-in to the DTFSSC has had a detrimental impact on the operations of the majority of rolled-in agencies

    "The Authority concludes that the current structure of the DTFSSC is problematic. It is a monopoly provider, with a mandated client base and a lack of meaningful service level agreements. This means that there are minimal incentives for DTFSSC to improve service delivery and few ways in which client agencies can hold DTFSSC accountable"

  3. In #TBS policy there are a number of places where they mention cloud service models as a progression from IaaS > PaaS > SaaS.

    It's like commodity SaaS software is end state all initiatives should be aiming for... as though there is nothing unique about running a country that might require software.

    #FaaS is furthest up the stack for custom development.
    #SaaS is for commodity software.

  9. The Treasury Board's policy suite is conceptually a giant graph structure, but is frustratingly resistant to automated analysis.

    Some annoyances:

    The policy suite straddles tbs-sct.gc.ca and canada.ca and policies often draw their authorities from material on laws-lois.justice.gc.ca

    There is frustratingly little common structure you can rely on. If you think you found a structure, you just need to see a few more policies

    Links between policies or to laws rarely link to relevant sections

    Only a few policies have an XML data representation, most are available only as HTML, making web scraping the most reliable approach

    Markers indicating sections, clauses etc. are not consistent across HTML documents making web scraping extremely annoying

    Multiple requirements often occur in a single ("and")

    Enabling programmatic analysis of policy would be broadly valuable both inside and outside government.

    This should be an #opendata #dataproduct but it seems like these documents are largely treated like marketing material: if it looks OK in the browser it's done.

  11. #fintrac is still down. Hacked on March 2nd Released a statement on the 22nd.

    "As soon as the incident was identified, FINTRAC took its corporate systems offline to ensure their integrity and protect the information that it maintains.

    FINTRAC is working closely with its federal partners to return to full operational capacity as soon as it is safe and prudent to do so."

  13. I am automating titles being placed in Excel. I make amd sell Excel workbooks with tables of statistics for my employer a government agency in Canada. I work with confidential tax data and must make sure no individual enterprises are exposed, so publish aggregates. And I also run a confidentiality analysis involving linear equations constructed of table dimensions. #GCDigital #Privacy #TaxData

  14. Bar-Yam's insight that "the hierarchy amplifies the scale of the behavior of an individual, but does not increase its complexity" suggests that it's the wrong tool for this job.

    The solutions aren't coming from the top of the org structure, and hierarchical structures make it unlikely they will survive the trip up from the bottom.

    "So, 85% of the people in this organization would individually, if they ever heard about it, support the President's idea. But when the machine manufacturing it is a hierarchy, it has less than a fifty-fifty shot at success." -- Kent Aitken

    85% probability across 5 levels of hierarchy: 0.85 x 0.85 x 0.85 x 0.85 x 0.85 = 0.44

    This is a structural problem that doesn't make it into the #gcdigital dialogue nearly enough. #structurewins

  15. @chris_spackman Was thinking more of “alternatives to CC”, often meant to work within a jurisdiction. For instance, “Ontario Commons License”. Or the “Open Government License” used at the federal level, here. #GCdigital

    As you say, there are rules @creativecommons preventing additional restrictions. At the same time, at least up to the current 4.0 versions, these licenses don’t cover #MoralRights, as they don’t pertain to US-style copyright. #TKlabels may help, though.
