A fast incoming CME caused the Forbush decrease, causing a block to incoming galactic neutrons and cosmic rays.
The CME can be seen in this Euphoria forecast model - the rapid increase in density and solar wind speed is indicated on the graph on the right.

GLE Alert: A Forbush Decrease (drop in the rate of galactic neutrons detected on the Earth's surface) has just been recorded by detectors around the world. The neutron level at the Oulu detector in Finland dropped to a maximum of around 14% at 01h UT 07 Sept. Rates then recovered.
Rates at other detectors around the world also recorded the event, although the maximum dip is recorded a few hours later.
A Forbush decrease usually follows a large coronal mass ejection that creates a shock wave which blocks incoming cosmic rays from reaching the Earth.

As this week's major geomagnetic storm subsides, the Forbush Decrease (reduction in galactic cosmic rays caused by the CME bow-shock) is still having an effect as it spreads out into the solar system.
The Oulu neutron monitor is still registering a rate around 10% lower than the background rate over the last month.
