Are there sufficient .. why were hundreds of thousands of #villagers in #floodhit areas left to #fendforthemselves? Govts hv been investing in early warning systems since 2004.. main problem is tt most #systems #fail to deliver.. systems, which rely on electricity & telecom signals, failed when power was cut off..
