On 11 February 2025, after presenting in Brussels, SAUFEX blog post #33 refined our Resilience Council proposal: an all-of-society body that complements existing EU institutions rather than duplicating them.
On 27 March 2026, the European Centre for Democratic Resilience hosted a workshop titled "Holistic approaches to democratic resilience" — the same whole-of-society framing.

On 6 January 2025, SAUFEX blog post #26 set out a "Policy proposal for the creation of a European Resilience Council", explicitly under the European Democracy Shield framework. On 12 November 2025, the European Commission's Joint Communication formally proposed the Shield.

We don't tax speech. But we tax industrial emissions, because the cost of pollution lands on everyone, not the polluter. Disinformation works the same way: the outrage is profitable, the distrust is socialised.
What would it mean to price the externality instead of policing the speech?

IFTAS has now observed and reported over 4,000 inauthentic accounts created by the Portal Kombat/Matryoshka disinfo #FIMI team. This number is just the accounts manually observed and verified by humans.
Could be there's twice as many, ten times as many, who knows?
Each account spews non-stop automated slopaganda and inauthentic boosts.
Roughly 65% of our reports are acted on.
In other words, huge volumes of unchecked spam federating around the web.

From research to the classroom.
SAUFEX has signed a contract with PCEN to bring the Interdemocracy method into Pilot 3: 10 schools, 14 teachers, around 200 students.
This is what resilience looks like in practice, a Horizon Europe project's methods landing in real classrooms, taught by real teachers, to the generation that will need them most.

On 24 February 2026, the European Centre for Democratic Resilience began work as exactly that kind of coordinating hub under the European Democracy Shield.

Fact-checkers do essential work. But the economics are rarely examined: debunking needs a steady supply of lies the same way lies need debunking. Grants, traffic and relevance all flow from the very thing they fight.
Naming that symbiosis isn't an attack on fact-checkers. It's the first step to designing interventions that don't depend on an endless supply of falsehood.

Jakub Kalensky co-founded EUvsDisinfo in 2015 and is now a Visiting Professor at the College of Europe in Natolin.
At the Global Forum: FIMI & Hybrid Threats, Jakub argued that measuring disinformation by isolated incidents is like weighing one grain of rice and concluding rice doesn’t feed anyone.
