Since the Trump admin insists using power it has for purposes that power was clearly not intended for, I think states currently being extorted by the administration should start filing racketeering indictments.
Sure, that may be unconstitutional or "not how things work", but that doesn't ever stop the Trump admin, and maybe those not granted #SCOTUS immunity might rethink what they are willing to for those who are allowed to crime as part of their day job perks.
