It is my understanding that funding for FENZ comes primarily from levies paid by the insurance industry, which are ultimately borne by those who take out insurance. I also understand that the New Zealand Government generally does not insure its buildings and related assets. This suggests that the Government has contributed very little to FENZ over time.
Perhaps it would be worth asking Brooke van Velden whether this could also be considered an unfair aspect of the current levy?
