Empires create authoritarian regimes! They do so to increase their wealth so they can control more capital, which can only be done by having an overwhelming military advantage. Then when the people who have lost it all arrive to the ever fewer of the wealthiest Nations remaining, they are exploited until their economy is also bankrupted by corruption and excessive military spending.
