1) Cut the legs out from under drug gangs.
2) Ensure that all drugs contained what their label said.
3) Make Naloxone to treat overdose and Methadone to treat addiction available to all.

The way to end illegal drugs is not only to make marijuana and other drugs "legal," but to make the taxes and regulations on legal growers and sellers light enough that the illegal operators are priced out of the market.
